Synopsis
A pressurised equipment such as steam boiler or unfired pressure vessel is a potentially hazardous piece of equipment as its content is under pressure. Any design or fabrication fault, or misuse could lead to an explosion and failure of a pressurised equipment. A number of such explosions and failures have occurred causing devastating damages to buildings and loss of human lives. Therefore, it is essential that these pressurised equipments to stringently controlled in order to safeguard the lives of people and damage to property. The Department of Occupational Safety and Health (DOSH) carries out such control by approving, registering and inspecting periodically these pressurised equipments.
The design, fabrication, testing, installation, operation, inspection and maintenance of pressurised equipments are mainly governed by the Factories and Machinery Act 1967 (Act 139) and applicable regulations made under the act. Four such regulations are :-
i. Factories and Machinery (Steam Boiler and Unfired Pressure Vessel) Regulations, 1970;
ii. Factories and Machinery (Person In-Charge) Regulations, 1970;
iii. Factories and Machinery (Certificate of Competency-Examination) Regulations, 1970; and
iv. Factories, and Machinery (Notification, Certificate Of Fitness and Inspection) Regulations, 1970.

Ir. MOHD HATTA ZAKARIA is the current Head Section of Recognition, Certification and Examination, Industrial Safety Division, Department of Occupational Safety and Health (DOSH), Malaysia. He has 21 years of industrial experience and held several significant positions in DOSH. He was the Head Section of Major Hazard Control, at the Major Hazard Installation Division in DOSH, HQ. Prior to that, Ir. MOHD HATTA was the Director at DOSH Negeri Sembilan and Deputy Director at DOSH Selangor. His dedicated career in occupational safety and health began in the DOSH HQ Industrial Safety Division, initially as the Head Unit of Industrial Safety Enforcement for Klang Area, Factories and Machinery Department (FMD) Selangor/Federal Territory of Kuala Lumpur, then as the Head Unit of Steam Boiler and Unfired Pressure Vessel of Design Section before finally being made the Head Section of Policy and Legislation later on.
Ir. MOHD HATTA holds a MSC in Engineering on Process Safety and Loss Prevention from the University of Sheffield, UK .
