SYNOPSIS
The talk on Effective Dam Management, Maintenance and Surveillance provides an overview of the key principles and practices involved in managing hydroelectric dams to ensure structural integrity, operational reliability and sustainable power generation. It begins with an introduction to TNB GENCO’s hydropower operations, the roles of dams in power generation, flood mitigation, water supply, irrigation and recreation, as well as the different types of dams and their structural characteristics. The talk also highlights the importance of dam safety management in accordance with the Malaysia Dam Safety Management Guidelines (MyDams), relevant international guidelines and the Operation and Maintenance (O&M) Manual.
A major focus of the talk is dam surveillance, instrumentation and monitoring, which are essential for detecting potential safety issues at an early stage. These practices include routine visual inspections, assessment of historical records, monitoring of seepage and pore water pressure, and measurement of dam deformation and movement using appropriate instrumentation. The talk also covers dam safety assessments and reviews, the identification of common dam failure mechanisms, and the importance of risk management and timely corrective actions to maintain dam safety and protect downstream communities.
In addition, the talk addresses sediment management and bathymetric surveys to assess reservoir bed levels, storage capacity and sediment accumulation. The information obtained supports effective planning and sustainable hydropower operations. The asset management and hydro civil maintenance components further emphasise the importance of systematic inspections, preventive maintenance, defect identification and rectification of civil structures, slopes, drainage systems and other supporting facilities. Through practical examples, group activities and case studies, participants gain a better understanding of how dam safety, sediment management, asset management and civil maintenance contribute to safe, reliable and sustainable hydropower operations.
BIODATA OF SPEAKER
Ir. Ts. Mohd Hafiz bin Rosni
A civil engineer with over 13 years of experience at Tenaga Nasional Berhad (TNB), he holds a Bachelor's Degree in Civil Engineering (Concrete Structures) from Universiti Teknologi MARA (UiTM). Currently, he serves as Senior Engineer in Dam Surveillance & Hydrology at TNB Power Generation Sdn. Bhd., where he leads dam monitoring programs involving instrumentation data analysis, deformation surveys, and bathymetric assessments. Prior to this, he worked as a Scheduler and Civil Engineer for the Prai CCGT Power Station construction and was a Certified Planner Engineer (CPE) and Scheduler Auditor for Regulatory Internal Audit and Compliance (RICO).
With over 7 years specializing in dam surveillance, he is a Certified Dam Inspector by MYCOLD and a qualified specialist in Risk-Informed Decision Making (RIDM) through iPresas and UNITEN. He actively contributes to dam safety in Malaysia as Vice President II of the Young Professional Forum (YPF-MYCOLD) and as a member of the Malaysian National Committee on Large Dams (MYCOLD). He also participated in the national-level Flying Squad under NRECC Malaysia, inspecting 41 high-risk dams and supporting government initiatives to enhance dam safety awareness.
He has authored several notable technical papers including “Pergau Monitoring & Performance” (MYCOLD, 2023), “Assessment of Abnormality Seepage at the Right Abutment of Susu Dam” (ICOLD, Germany), “Sg Perak Scheme Instrumentation Upgrading” (J-COLD, Japan), and “Susu Dam Rehabilitation” (CEPSI 2025). He has been invited as a speaker and trainer at key industry events such as “Dam Surveillance for All TNB Dams” (BBA 2023), “Dam Management – Structure Integrity, Sedimentation & Asset Management” (JPS 2024), and the ICDSME Pre-Workshop (MYCOLD 2023). In 2024, he served as a trainer for the Certified Dam Safety Inspector Program, delivering the module on Dam Safety Inspection and Data Monitoring.
