SPEAKERS PROFILE
1) YAS Dato’ Sri Ts. Nor Hisham bin Mohammad Director General Jabatan Bomba dan Penyelamat Malaysia (JBPM)
YAS Dato’ Sri Ts. Nor Hisham bin Muhammad is the Director-General of the Fire and Rescue Department of Malaysia (JBPM), with nearly three decades of experience in fire safety, emergency response, disaster management, and organisational leadership. Throughout his distinguished career, he has held various strategic leadership positions and played key roles in managing major fire and rescue operations and national emergencies.
He is also actively involved in fire safety standards, research, and international professional engagements. He holds an MBA from Universiti Teknologi MARA (UiTM) and is a registered Professional Technologist (Ts.).
2) PKPjB Kamarulzaman Malik bin Abdullah Senior Assistant Fire Commissioner Jabatan Bomba dan Penyelamat Malaysia (JBPM)
PKPjB Kamarulzaman Malik bin Abdullah is the Director of the Planning and Research Division at the Fire and Rescue Department of Malaysia (JBPM), with over 30 years of experience in fire safety legislation, regulatory enforcement, and standards development.
He holds a Master of Laws (Enforcement) from Universiti Teknologi MARA (UiTM) and oversees product certification approval for the registration of fire safety installations. He also chairs the Malaysian Standards Development Committee for fire safety and is a recognised authority in the development and implementation of fire safety regulations and standards.
3) PPjB Mohamad Zin Bin Salleh Assistant Fire Commissioner Jabatan Bomba dan Penyelamat Malaysia (JBPM)
PPjB Mohamad Zin Bin Salleh is an Assistant Fire Commissioner with 27 years of service in the Malaysian Fire and Rescue Department (JBPM). He has held key leadership positions, including State Fire Director of Melaka, Commandant of the Northern Region Fire Academy, and currently serves as Head of the Fire Safety Registration Branch at JBPM Headquarters.
A graduate in Economics from the University of Malaya, he is also certified in fire investigation, ship firefighting, NLP coaching, and professional training, with expertise in fire safety, leadership, and emergency management.
4) PPjB Hafisham bin Mohd Noor Assistant Fire Commissioner Jabatan Bomba dan Penyelamat Malaysia (JBPM)
PPjB Hafisham Bin Mohd Noor is an Assistant Fire Commissioner and currently serves as Head of the Fire Certification Branch at the Malaysian Fire and Rescue Department (JBPM) Headquarters.
With over 20 years of experience in fire safety, enforcement, operations, and fire investigation, he has held various leadership positions across Malaysia. He holds a Master of Business Administration from City University and a Bachelor’s Degree in International Affairs from Universiti Utara Malaysia. He has led major emergency operations and received several prestigious national and state honours for his distinguished service.
5) PgKB 1 Anom Faizura binti Mohd Hizam Senior Fire Superintendent 1 Jabatan Bomba dan Penyelamat Malaysia (JBPM)
PgKB 1 Anom Faizura binti Mohd Hizam holds a Bachelor of Science with Honours in Health Physics and currently serves as the Head of the Fire Legislation Branch at the Malaysian Fire and Rescue Department (JBPM).
With 16 years of experience in JBPM, she has specialized expertise, featuring 11 years in fire legislation and 5 years in the fire safety division. She has also been directly involved in two series of drafting the Fire Services Act (Amendment) in 2018 and 2025.
6) Ir. Alan Chan Teck Wai The Institution of Engineers, Malaysia (IEM)
Ir. Alan Chan Teck Wai is a Professional Engineer and registered Fire Safety Engineer (FSEr) with extensive experience in fire safety engineering, performance-based fire engineering design, and regulatory compliance.
He is associated with PBAC Engineering and has contributed actively to the Institution of Engineers Malaysia (IEM) Fire Advisory Board. Ir. Alan regularly shares his expertise on fire safety legislation, performance-based design, and practical fire engineering solutions for the built environment.
7) Ir. Fam Yew Hin Malaysian Fire Protection Association (MFPA)
Ir. Fam Yew Hin is a Professional Engineer with Practising Certificate, ASEAN Chartered Professional Engineer (ACPE) and APEC Engineer. He is currently a BEM Board Member and leads the Information Technology Committee.
He previously served on the BEM Training & Education, Scale of Fees, and Examination & Qualification Committees. He graduated with a BEng. in Mechanical Engineering from the University of Sheffield and later completed a Dip FM ACCA.
He is a Consulting Engineer and Director of Wibawa Consultancy Sdn. Bhd. His expertise includes Power Generation (Thermal & Renewable), Building Services, Project Management, Firefighting Systems, and HVAC Design.

1) Ir. Tajul Ariffin bin Mohamed Nori The Institution of Engineers, Malaysia (IEM)
Ir. Tajul Ariffin bin Mohamed Nori is the Head of Analysis and Research, Forensic Engineering Division, Department of Occupational Safety and Health (DOSH).
A registered Professional Engineer (P.Eng.) and ASEAN Chartered Professional Engineer (ACPE), he has over 15 years of experience in occupational safety and health, specialising in workplace accident investigations, forensic engineering, and failure analysis.
As a DOSH Prosecution Officer and recognised Subject Matter Expert in Investigation and Forensic Engineering, he has served as an expert witness in court and continues to play a key role in advancing workplace safety and forensic engineering in Malaysia.
2) Ir. Pua Ching Tian The Institution of Engineers, Malaysia (IEM)
Ir. Pua Ching Tian has over 30 years of experience in MEP consulting engineering, specialising in high-performance buildings, data centres, healthcare, pharmaceutical facilities, and commercial developments.
His expertise includes MEP design and build, energy efficiency, CFD analysis, and advanced Python-based engineering solutions. He specialises in PUE/WUE simulations, Python API development for data centre cooling, and dynamic modelling for air and liquid cooling systems. He is also Green Mark and GBI certified, demonstrating his commitment to sustainable and energy-efficient engineering practices.
3) Ir. Kim Kek Seong The Institution of Engineers, Malaysia (IEM)
Ir. Kim Kek Seong is a Professional Engineer with over two decades of technical leadership spanning process optimization, industrial plant operations, and advanced computational modeling.
As a hands-on practitioner, his career bridges classical empirical engineering with modern digital automation. He is the founder of Enovate Technology Group, a specialized firm driving innovations in climate-resilient infrastructure and automated precision agriculture.
Additionally, he shares his extensive field expertise with the next generation of engineers as a lecturer at Xiamen University Malaysia.
