SYNOPSIS   

This one-day interactive workshop equips participants with a practical understanding of flood impacts, vulnerability assessment, mitigation strategies, and financial recovery planning. Moving beyond theory, the session focuses on actionable solutions to protect life safety, minimize business disruptions, and leverage available financial support mechanisms for effective pre- and post-flood actions.


LEARNING OUTCOMES

By the end of the workshop, participants will be able to:

•   Assess flood vulnerability specific to their operational or community context.
•   Identify low-cost and high-impact mitigation measures to protect people and property.
•   Navigate available financial supports (grants, insurance, recovery funds) to build a resilient recovery plan.


BIODATA OF SPEAKERS

1. Ir. Dr. Ts. Hj. Mohmad Asari bin Daud

Ir. Dr. Ts. Hj. Mohmad Asari bin Daud is a highly distinguished professional engineer as well as Fellow of IEM and water sector leader with over 40 years of extensive experience in utility management, academic evaluation, and sustainable infrastructure. He holds a PhD in Civil Engineering, specializing in expert systems for water treatment, alongside an MBA and an M.Sc in Operations and Supply Chain Management. Ir. Dr. Mohmad Asari has held numerous high-level regulatory and executive positions, including Director of Lembaga Urus Air Selangor (LUAS), Commissioner for Suruhanjaya Perkhidmatan Air Negara (SPAN), and Chief Executive Officer of Syarikat Air Perlis (SAP). A globally recognized figure in water stewardship, he is the first Malaysian from the utilities sector elected as Vice President and Board Member of the International Water Association (IWA) and serves as the Congress President for the upcoming 2028 IWA World Water Congress & Exhibition.

Ir. Dr. Mohmad Asari brings critical, practical expertise derived from decades of managing water resources, large-scale utility operations, and crisis situations. Notably, his extensive background includes serving on the Disaster Risk Reduction Advisory Board for the Institution of Engineers, Malaysia (IEM). His hands-on experience spans dam safety monitoring, catchment surveillance, and water resource monitoring for major dams across Selangor, Terengganu, and Kedah. Guided by his core engineering philosophy that infrastructure solutions must be performance-driven, highly efficient, and adaptive to localized challenges, Dr. Mohmad Asari provides invaluable, actionable insights into flood mitigation strategy, water asset safety, and community resilience.


2. Ir. Kim Kek Seong

With more than a decade of combined specialized team experience in the flood mitigation industry, Ir. Kim, the founder of Enovate Technology Group, has successfully led numerous large-scale projects adhering to the globally recognized FM Approved standards. As a seasoned practitioner, he bridges the gap between engineering excellence and practical property protection through the deployment of innovative, failsafe technologies.

Ir. Kim Kek Seong is also the founder member of IEM Disaster Risk Reduction Advisory Board, assisting drafting guideline e.g. IEM Flood Abatement Guidelines, BNM's Fund for SMEs Relief and Adaptation Facility (RAFt).

He would share his hands-on experience in fortifying local property and assets, offering a technical roadmap for reducing risk and enhancing property resilience in Malaysia’s flood-prone landscape.


3. Ir. Loo Chee Kin

Ir. Loo Chee Kin is an active member in the Institution of Engineers Malaysia (IEM). He is the current Chairman of Fire Advisor Board (FAB) as well as past Chairman and Advisor of IEM Mechanical Technical Division (METD) and committee member various other IEM committees. Ir. Loo was the past Chairman of IEM Disaster Risk Reduction Advisory Board (DRRAB) and Working Group Chairman in writing the IEM Flood Abatement Guidelines. For his contribution and work in disaster management to the ASEAN Federation of Engineering Organisations (AFEO), he was conferred an Honorary Member of AFEO in 2020.

He is a Senior Consultant with TÜV SÜD Global Risk Consultants (GRC) and before that he was a Senior Engineering Specialist with FM Global for some 12 years. He has more than 25 years’ engineering experience, from design to field work. He graduated from UMIST, Manchester, UK with a B.Eng in Electromechanical Systems Engineering and a Diploma in Electromechanical Systems Engineering from Kota Bharu Polytechnic in Kelantan, Malaysia. He is a P.Eng in Mechanical and Electrical Engineering and a Member of IEM. He is a Member of IMechE and IEE, and registered C.Eng.


4. Mr. Aminuddin Yahya

Aminuddin Yahya is a banking professional with over two decades of experience in the financial sector and a recognised specialist in MSME financing and product development. Having served SME Bank for more than 10 years, he has been instrumental in formulating innovative financing programmes that address the evolving needs of Malaysian businesses.

As climate resilience becomes an increasingly important agenda, Aminuddin is currently spearheading financing initiatives designed to support MSMEs in implementing flood mitigation measures and facilitating business recovery following flood events. His expertise lies in bridging financial solutions with sustainable development objectives, helping businesses strengthen their resilience against climate-related risks while ensuring long-term economic sustainability.
