BIODATA OF SPEAKER
1) Dato' Ir. (Dr.) Muhammad Guntor Mansor Tobeng Managing Director, Gading Kencana
Dato' Ir. (Dr.) Guntor graduated with a BSc. from UKM in Electrical, Electronic and System Engineering in 1986. He was awarded an honorary Degress of Doctor of Philosophy (Science) by Universiti Tun Hussein Onn and was conferred a Darjah Setia Dato’ DiRaja Kedah in 2014. He is a pioneer in the field of renewable energy having set up Gading Kencana Sdn. Bhd., a solar energy company in 1998. Gading Kencana set up its first solar power plant to feed 8 MW into TNB’s grid in 2014 and has since then developed a further 90 MW of solar power capacity.
Dato' Ir. (Dr.) Guntor is a Professional Engineer (PE), he is also a Panel Interviewer for the IEM as well as a past president of energy related bodies/trade bodies and has received numerous awards in recognition of his contributions to the energy industry. A few highlights are the CIDB Fellowship Award (2023), ASEAN Energy Award (2018), and not to forget our own IEM Award (Power and Energy) 2019.
Dato' Ir. (Dr.) Guntor is a frequent speaker at both local and international forums, amongst the many are:
1. Speaker for Focus Group Discussion (FGD) on “Policy Recommendation on Renewable Energy Financing Support Mechanisms in Cambodia, Lao PDR and Myanmar” held by ASEAN German Energy Programme (AGEP) 2. Speaker at Indonesia’s Renewable Energy Forum 2018 on “Optimising Indonesia’s Renewable Energy Towards a Sustainable Energy. 3. Speaker for webinar “Renewable and Clean Energy- Opportunities in Malaysia and the UK” organized by The British Malaysia Society.
2) Ir. Lim Eng Chong Professional Engineer, Legal & Contractual Adviser
Ir. Lim Eng Chong is a Professional Engineer with extensive experience in civil engineering, construction contracts, contract administration, and dispute resolution. He holds a Bachelor’s Degree in Civil Engineering from the University of Manchester Institute of Science and Technology and a Bachelor of Laws from the University of Wolverhampton. He subsequently obtained his Certificate in Legal Practice and was called to the Malaysian Bar in 2003.
Throughout his career, Ir. Lim has been involved in numerous major construction projects as both an engineer and contracts specialist, with extensive experience in contract administration, dispute resolution, and substantial claims under the Construction Industry Payment and Adjudication Act 2012 (CIPAA). He has also served for more than 15 years as a legal and contractual adviser to a major renewable energy developer and contractor.
Combining expertise in engineering, construction law, and renewable energy, Ir. Lim has conducted professional talks and workshops on construction contracts and related legal matters. He also contributed to the updating of the “Building & Construction” title of Halsbury’s Laws of Malaysia, a leading legal reference publication for practitioners.
