SYNOPSIS
With nearly 30 years in the oil and gas industry, with one intership year spent in Malaysia, Riyad has worked in design, operations, project management, and capital planning. His projects have covered offshore as well as onshore facilities. The projects have helped raise Saudi crude oil exports capacity by 10%, gas and refined products by 20 to 30%. He is now focusing on the hydrogen supply chain, with a focus on liquid hydrogen.
As part of the Saudi Government efforts to promote the economy and wellbeing of under developed areas of the Kingdom, Jazan Economic City was created. It was envisioned to be a catalyst for industrial and social progress. A cornerstone of the efforts was the 440 thousand barrel per day Jazan Refinery. As an anchor tenant of the economic city, it would provide the critical mass needed to create an economically viable ecosystem providing direct and indirect benefits. Integrated with the city port, the Refinery would be the heart of the city and the port its lims. The presentation here discusses technical and economical lessons learned from the terminal mega project linking the Refinery and port. It explores opportunities, technical challenges, and areas of improvement that should help engineers, planners, and management in their future endeavors.

MR. RIYAD H. AL SULAIMAN
Riyad H. Al Sulaiman is a highly experienced Facilities Planning Consultant with over 28 years of expertise in capital planning, terminal development, maritime logistics, and energy infrastructure within Saudi Aramco. His professional focus aligns with sustainable energy transition and low-carbon economy initiatives, with the ambition of becoming a global authority in cryogenic services and new energy terminal planning by 2035. He has played a key role in increasing Aramco’s offshore support capability, crude oil export capacity, refined products handling, LPG exports, and condensate capacity. Riyad has led and contributed to multiple mega projects exceeding USD 5 billion, including Jafurah and Jazan developments. His expertise covers LNG, liquid hydrogen, navigational risk assessments, rail and port planning, and terminal capacity studies. He also represents Aramco in international organizations such as Society of International Gas Tankers and Terminal Operators and Oil Companies International Marine Forum. Riyad holds engineering and energy related degrees and several professional certifications in risk management and organizational excellence.
