Session 1:

Guided by the Manual Saliran Mesra Alam (MSMA), this presentation highlights how green infrastructure—such as bio-retention, permeable pavements, and detention ponds—can strengthen urban resilience. By bridging MSMA principles with innovative practices, stormwater management can mitigate floods while enhancing liveability, sustainability, and long-term urban resilience.
Session 2:
This topic introduces Graf Ecobloc, an innovative stormwater management solution designed to meet the Malaysian Standard MSMA (Manual Saliran Mesra Alam) On-Site Detention requirements while addressing the industry’s growing demand for sustainable, safe, and efficient infrastructure. Participants will gain insights into how Graf Ecobloc enables rapid installation, supports green construction practices, and upholds the highest safety standards in line with modern development needs. Case studies and practical applications will be shared to demonstrate how this system integrates seamlessly with regulatory compliance while delivering long-term reliability and cost efficiency.
Biodata of Speakers
1)Ir. Azmi Bin Amat
Ir. Azmi Bin Amat is a highly experienced civil engineer with over 25 years in water resources and urban drainage management. Currently Deputy Director of the Stormwater Management Division at DID Malaysia and an Executive Committee member of the Malaysian Stormwater Organization (MSO), he played a key role in developing the Manual Saliran Mesra Alam (MSMA). A Professional Engineer (P.Eng) with CPESC and CISEC (USA) certifications, Ir. Azmi is recognized for his leadership in stormwater engineering, flood mitigation, and sustainable infrastructure. His expertise combines technical innovation with regulatory insight, advancing resilient and environmentally responsible urban development.
2) Mr. Philippe Alliaume
Mr. Philippe Alliaume is an experienced professional with a Master’s degree in Finance & Marketing from Kedge Business School (France) and Nottingham University (England). Having spent 15 years in the U.S. before moving to Malaysia in 2007, he has since led numerous water and wastewater initiatives across Southeast Asia. Currently the South-East Asia Managing Director of Otto Graf GmbH, he established its regional office in Malaysia and has been instrumental in advancing projects on wastewater treatment, rainwater harvesting, and stormwater management, particularly in the Philippines.
