SYNOPSIS

The Institution of Engineers, Malaysia (IEM) and Majlis Bandaraya Petaling Jaya (MBPJ) have signed a Memorandum Of Understanding (MOU) for the IEM to help MBPJ tackle the three main problems of urbanization – transportation, flash floods and dengue.  This workshop on "Urban Transportation in PJ" is our 1st program after signing of this MOU.  The main objective of this program is to serve as an “Eye Opener” for all stakeholders on Urban Transportation   and for MBPJ to establish a learned platform to engage the Local Community in the formulation sustainable urban transportation solutions for Petaling Jaya through dissemination of knowledge and Public Forum which are supported by the IEM.

In this program, we will have a key note paper on "Urbanization and Transit Oriented Development (TOD)" presented by Mr. Stuart Macdonald from the Penang Institute. Mr. Macdonald will highlight transportation issues caused by rapid urbanization process and the adoption of TOD concept in developing land around the transit stations to reduce the use of private cars in the city. Five local transport planners/traffic engineers will be presenting their papers on "Functionality of Traffic Impact Assessment (TIA) Study", “Tackling Urban Traffic Congestion Together – Synergize Towards Integrated Strategies”, "Penang Urban Transport Master Plan", and "One-way Traffic System in PJ", respectively.  Using the REAM Guidelines for TIA as reference, Ir Chin Kar Keong from the IEM/Atur Trafik will explain how TIA is used as a planning tool to assist the local authorities in making land use decisions. Ir Chin will describe how TIA should be prepared and will share his views on how to evaluate a TIA report. Ir Alan Wong, a public sector transport and traffic engineer from Sabah will share his understanding of Traffic Congestion as a Global Concern that needs Local Action such as crafting potential integrated strategies in tackling urban traffic congestion together towards sustainability for Quality of Life within the concept of a livable city. In Case Study no. 1, Engr Chan Jeh Haur from CH2MHill-Halcrow and Ir Lim Thean Heng from Penang State Government will describe how some salient features of the Penang Urban Transport Master Plan were influenced by public engagements conducted during its formulation.  While in Case Study no. 2, Mr. Goh Bok Yen from MAG Technical, will present the study process and public consultation undertaken for development of the Petaling Jaya Urban Centre One-way Traffic System. Mr. Goh will also discuss the challenges faced to achieve a solution acceptable to all stakeholders.

The program’s highlight is a 2-hour Forum on "The Way ahead for Urban Transportation in Petaling Jaya", to be moderated by MBPJ Councilor Ir Lee Suet Sen, wherein participants will have ample opportunities to engage MBPJ Engineering Department Director Ir Ismail Shafie, MPPP Municipal Secretary Ir Ang Aing Thye and all Workshop Speakers on various urban transportation issues and how to work towards finding sustainable solutions through active community participation.

Target groups to attend this workshop are Councilors in Selangor State, Directors of Engineering in Selangor Local Authorities, Officers of Engineering Department for MBPJ, Resident Associations/Rukun Tetangga PJ, Engineers from IEM, etc


Brief CV of Speakers:

Mr. Stuart Macdonald is currently a Fellow and head of Urban Studies in the Penang Institute. He has worked in Penang since September 2010. He has 10 years experience of winning, managing and delivering research and consultancy projects, contributing his expertise in impact & process evaluation, change management, strategy development, research & analysis. Before joining the Penang Institute he was Senior Consultant (Operation Director) in the Center of Local Economic Strategies, UK.  He had carried out numerous research projects on a variety of urbanization issues such as Housing & Communities, Environmental/Liveability/Well-being, Data & Mapping, Local Economic Development, Local Business Development, Institutional Development/Change Management, Education, Skills and Human Capital, Social Welfare/Unemployment, etc.  He is naturally receptive to abstract ideas, theory, concepts and procedures and their application in the real world. He obtained his BA (Hons) in Urban & Regional Studies at the Sheffield Hallam University in 2001 and MA from the University of Manchester in 2003.

Ir Chin Kar Keong is present Chairman Highway & Transport Engineering Technical Division IEM and a Council Member of the Intelligent Transport System Association of Malaysia. He is Managing Director of Atur Trafik Sdn Bhd and has 30 years of experience in areas of traffic and transportation modeling, analysis and transport master planning. He has worked on toll highway projects in Malaysia, Indonesia, India and Myanmar, conducted traffic and revenue studies for the ERL and KL Monorail Projects, provided inputs to national and regional planning studies such as National Highway Network Development Plan Review, National Physical Plan Review, KL City Plan 2020, etc and had submitted more than 200 TIA reports throughout Malaysia. Ir Chin obtained his Bachelor of Engineering (1982) and Master of Engineering (1984) degrees in Civil Engineering from Kyoto University, Japan. He had also attended post–graduate courses in Regional and Infrastructure Planning at the Royal Institute of Technology in Stockholm, Sweden from 1992-1994.

Ir. Alan Wong Thien Len is a Transport & Traffic Engineer with more than 30 years experience with JKR Sabah. He obtained his Master of Science degree in Transport and Traffic Engineering from the University of Strathclyde, United Kingdom in 1986. Ir Alan is a keen promoter of TIA and Road Safety studies for both federal/state roads and urban streets. Ir Alan likes sharing, exchanging of knowledge in creating innovative solutions, and synergizing towards common and appropriate practice. He is an active corporate member of the Institute of Traffic Engineers and Chartered Institute of Highway and Transport.

Engr. Chan Jeh Haur is a Principal Transport Planner with CH2MHill-Halcrow Kuala Lumpur office. He has 14 years of extensive working experience in transportation projects both in Malaysia and overseas. He has managed and involved in various studies ranging from transport policy and planning to strategy/scheme appraisal and implementation. Recent major transportation studies in Malaysia include the National and Greater Kuala Lumpur Land Public Transport Master Plans for the Land Public Transport Commission Malaysia (SPAD), Penang Transport Master Plan and Klang Valley Mass Rapid Transit Line 2 & 3 Feasibility Study. In China he provided specialist advice on traffic demand forecasting and traffic impact assessment to highway authorities and international financial institutions. In UK he was project manager to various transport impact assessment studies, transport scheme appraisal, and providing specialist advice to highway authorities. He obtained his BEng in Civil Eng. from UM in 1999 and MSc in Transport Engineering & Operations from Newscastle Uni. in 2003.

Ir Lim Thean Heng is a professional Civil Engineer who has graduated from Newcastle Upon Tyne University in 1977. Ir Lim has over 30 years' experience in the construction industry as an Engineering Consultant with Tahir Wong Sdn Bhd, then Project Manager for Jack Chia Enterprises Bhd and later forming his own construction company. He is also involved with NGOs with regard to sustainable development and transport issues, and in 2009 through Penang Forum he was appointed to Penang Transport Advisory Council which advocated for a comprehensive Penang Transport Master Plan to be carried out so as to holistically tackle the State's transport issues till 2030. Upon the Master Plan's completion in early 2013, the Penang State Government appointed him to be the Chief Engineer of the Traffic Management Unit to help bring forward the plan's strategy and recommendations.

Mr. Goh Bok Yen is the principal and founder of an urban, land use and transportation planning consultant firm, MAG Technical & Development Consultants Sdn Bhd. Since 70’s, Mr. Goh has been providing consultancy services to Federal Government, State Governments, Local Authorities and private developers in Malaysia and overseas. The notable master plans he was involved in the past were National Tourism Master Plan, Selangor State Infrastructure Master Plan, Miri Regional Development Master Plan, Bintulu Urban Centre/airport Site Re-development Plan and Section 13 Special Action Plan (RKK) Petaling Jaya. Currently he is involved in the Traffic Master Plan of Subang Jaya, Cochrane Master Development Plan and several major new townships for the GLCs in the Klang Valley region. Mr Goh also provides transport infrastructure planning services overseas in Vietnam, China, Brunei, etc.
