SYNOPSIS

Major cities in Malaysia including Kuala Lumpur are experiencing rapid urbanizations and these urbanization processes have caused the change in land use pattern and increase in imperviousness of the land covers.  Although various mitigation measures have been undertaken by various authorities, especially by the local councils and Jabatan Pengairan dan Saliran (JPS) as well as the introduction of Manual Saliran Mesra Alam (MSMA) since about 20 years ago, there are still issues of flash flood occurrences and these are still the major concern in many urban areas and cities in Malaysia.

Flash floods in urban areas have caused a lot nuisance and inconveniences to urban dwellers but can have devastating consequences if become more frequent and severe. More so, the situation only can become more prevalent and worse with the potential impacts of climate change and climate variability.

Water Resources Technical Division has embarked in a year-long effort to prepare a Position Paper for Flash Flood in Malaysia in order to recommend and propose a holistic, effective and sustainable policies and procedures to the Government of Malaysia to manage and mitigate the damage of flash floods in urban areas.

Now the draft paper is ready to be presented and the purpose of this workshop is to obtain feedbacks from all stakeholders. Government officials, professionals, academics, builders, and civil society organisations are invited to share their thoughts in ensuring that a comprehensive recommendation can be put forward to the relevant Government agencies to address all the flash flood issues effectively.
