SYNOPSIS
Many construction risks become visible only when work begins on site, yet the decisions that create them may have been embedded much earlier through project planning, design, coordination, material selection, construction sequencing and maintainability considerations. Once these decisions are fixed, even a comprehensive HIRARC may only manage the resulting exposure; it cannot reverse the design decision that created the risk.
This webinar examines how Design Risk Assessment (DRA) and HIRARC should work together under Malaysia's Occupational Safety and Health (Construction Work) (Design and Management) Regulations 2024. DRA supports upstream decisions by identifying foreseeable risks and applying the General Principles of Prevention to eliminate or reduce them at source. HIRARC then addresses the activity- and site-specific risks arising from how the work will actually be carried out.
The session will explore the distinct but complementary roles of clients, construction work designers, principal construction work designers and contractors. It will also explain how Pre-Construction Information, the Construction Phase Plan and the Safety and Health File connect risk information throughout the project lifecycle.
Practical examples, including maintenance access and confined-space risks, will demonstrate why foreseeable risks should not simply be transferred downstream. The webinar will further discuss competency, coordination, digital tools and the importance of maintaining clear and defensible evidence of risk-based decisions.
The central message is straightforward: eliminate or reduce risk through design wherever practicable, then competently manage and communicate what genuinely remains.

Speaker: Br. Abdul Aziz Bin Abas
With more than 30 years of experience in construction, project management, and occupational safety and health, Br. Abdul Aziz has worked across the project lifecycle - from site supervision and construction management to project leadership, safety governance, professional development, and industry advocacy. His professional focus is on bridging engineering, project management, and safety so that projects are delivered efficiently, safely, responsibly, and with decisions that are traceable and defensible.
As a CDM Professional and Certified Builder, he works with Clients, Designers, Principal Construction Work Designers, and Contractors to strengthen the practical implementation of Malaysia's Occupational Safety and Health (Construction Work) (Design and Management) Regulations 2024. His areas of focus include Prevention through Design (PtD), Design Risk Assessment (DRA), Pre-Construction Information (PCI), Construction Phase Plan (CPP), Safety and Health File (SHF), procurement strategy, and foreseeable-risk management across the asset lifecycle.
Beyond technical practice, Br Aziz is committed to advancing professional competency through industry engagement, training, mentoring, research collaboration, and knowledge sharing.
