SYNOPSIS   

Malaysia's construction industry is increasingly adopting imported non-standard Industrialised Building System (IBS) products, including metal framing, timber framing, reusable formwork and innovative systems. Unlike standard IBS products governed by Malaysian Standards, these products require approval through the Construction Product Approval (CPA) programme administered by CREAM under CIDB. This presentation provides a structured overview of the certification and importation process based on a qualitative analysis of key regulatory documents, including CIDB Act 520, the CPA Guideline, CIS 24:2023 and the Construction Action Plan 2030 (CAP30). It outlines an eight-step framework covering product classification, CPA certification, standards compliance, importation and customs clearance. The session also highlights CIDB's dual role as technical certifier and import regulator, while discussing challenges such as multi-agency coordination, overseas factory inspection costs and the lack of mutual recognition with international certification bodies. The presentation offers practical guidance for engineers, contractors, suppliers and policymakers involved in IBS compliance and procurement.


BIODATA OF SPEAKER

Sr. Yusrin Faiz Abd Wahab

Yusrin Faiz Abd Wahab is a geospatial and climate resilience specialist with over nine years of experience in urban risk assessment, sustainability, spatial analytics and construction product certification. He holds a PhD in Engineering from Universiti Teknologi Malaysia (MJIIT) and currently serves at the Construction Research Institute of Malaysia (CREAM). A Certified CPA and QLASSIC Assessor under CIDB Malaysia, he has audited over 150 construction product manufacturers worldwide and contributed to several national Construction Industry Standards (CIS). He has led internationally funded research projects, published extensively in indexed journals, authored national guidelines, and represented Malaysia at international conferences on climate resilience and construction product certification.
