SYNOPSIS
The objective of this talk is to educate and re-train engineers on issues pertaining to the administration of time for construction projects under PAM 2006 Standard Form of Contract.
The first section is related to the commencement of the work and what are the critical key areas to look into by the employer, contract administrator and the contractor where applicable on the time issues such as site possession, deferment, postponement and suspension.
The next section is on actions to be taken by the contractor, contract administrator and employer if any in relation to program of work, extension application and evaluation, imposition of the liquidated and ascertained damages and the impact of the various certificates to be issued by the contract administrator during the progress of the works.
Last but not least, the talk will focus on the completion of the works and related issues such as defects, final account, testing and commissioning and certificates to be issued for closure of the project. The reference is made to the PAM 2006 provisions and case laws where relevant to determine their current status on all of the issues discussed.
BIODATA OF SPEAKER
Assistant Professor Lim Chai Chai is currently a lecturer at the Faculty of Engineering and Science in Universiti Tunku Abdul Rahman (UTAR). Assistant Professor Lim is also a member of Malaysia Institute of Arbitrators and The Chartered Institute of Building Malaysia (MCIOB). He is currently a council member for MCIOB from 2011 to 2013. He obtained his Diploma in Technology (Building) from Tunku Abdul Rahman College in 1979 and Masters of Science in Construction Management from Heriot-Watt University in 2004. Prior joining UTAR in 2005, he has involved in the construction industry for over twenty five (25) years under several capacities such as Commercial and Contracts Manager, Project Manager and Quantity & Cost Estimator for local and international contractors and consultants. He also provides advisory/consulting services to local contractors on contractual and project matters.
