SYNOPSIS

The Civil Aviation Authority of Malaysia (CAAM), formerly known as the Department of Civil Aviation (DCA), is a government agency formed under the Ministry of Transport Malaysia in 1969. On 19th February 2018, the DCA was officially incorporated into a statutory body and renamed CAAM, marking a new phase in the regulation and management of civil aviation in the country.

CAAM is responsible for providing air traffic control (ATC) services at Penang International Airport, ensuring the safe, orderly, and efficient movement of aircraft. ATC plays a vital role in preventing collisions, guiding aircraft through hazardous weather, restricting operations in prohibited airspace, and assisting aircraft in distress. It also facilitates operational efficiency by maintaining a smooth and timely flow of air traffic through fair allocation of airspace resources.

As part of its modernization efforts, CAAM is introducing remote ATC towers utilizing advanced technology to enhance safety and performance. Although the ATC tower remains physically on-site at Penang, operations will be managed from a dedicated control center within the airport compound. This localized remote setup serves as a step toward a broader vision of centralized control, with Kuala Lumpur designated as the hub for air traffic control across Peninsular Malaysia. Through this initiative, CAAM continues to advance air navigation services by embracing innovation and improving operational coordination.
