SYNOPSIS   

The Technical, Policy and Regulations Division plays a pivotal role in the Energy Commission’s transformation journey. By shaping robust technical standards, advancing regulatory frameworks, and aligning policies with global energy trends, the division ensures that Malaysia’s energy sector remains resilient, sustainable, and future ready. Its work drives innovation in energy efficiency, renewable integration, and compliance, while fostering transparency and accountability across stakeholders.

Through strategic policy development and regulatory oversight, the division not only safeguards consumer interests but also empowers industry players to adapt to evolving challenges. Ultimately, it serves as the backbone of the Commission’s modernization, enabling a balanced approach between technological advancement, regulatory enforcement, and national energy goals.


BIODATA OF SPEAKER

Ir. Ts. Zulkiflee Umar is the Director of the Technical, Policy and Regulations Division at the Energy Commission of Malaysia, with over two decades of experience in the energy sector. Since joining the Commission in 2005, he has built extensive expertise in energy regulation, policy formulation, legislative development, and technical governance.

Throughout his career, he has played important roles in the enforcement of the Electricity Supply Act 1990 and Gas Supply Act 1993, the oversight of gas installation safety, and the leadership of the Demand Side Management Unit. He also previously served as Director of the Energy Conservation and Operations Department, where he contributed to the advancement of energy efficiency and regulatory implementation initiatives. He currently leads the Division responsible for matters relating to the development, review, and enhancement of regulatory and policy frameworks under the Electricity Supply Act 1990, Gas Supply Act 1993, and the Energy Efficiency and Conservation Act 2024, including the formulation and amendment of Acts, Regulations, Policies, Guidelines, Codes, and related regulatory requirements.
