BIODATA OF SPEAKER
Ir. Ts. Zulkiflee Umar is the Director of the Technical, Policy and Regulations Division at the Energy Commission of Malaysia, with over two decades of experience in the energy sector. Since joining the Commission in 2005, he has built extensive expertise in energy regulation, policy formulation, legislative development, and technical governance.
Throughout his career, he has played important roles in the enforcement of the Electricity Supply Act 1990 and Gas Supply Act 1993, the oversight of gas installation safety, and the leadership of the Demand Side Management Unit. He also previously served as Director of the Energy Conservation and Operations Department, where he contributed to the advancement of energy efficiency and regulatory implementation initiatives. He currently leads the Division responsible for matters relating to the development, review, and enhancement of regulatory and policy frameworks under the Electricity Supply Act 1990, Gas Supply Act 1993, and the Energy Efficiency and Conservation Act 2024, including the formulation and amendment of Acts, Regulations, Policies, Guidelines, Codes, and related regulatory requirements.
