SYNOPSIS
Malaysia’s construction sector is entering a new era of transparency and accountability. The Government Procurement Act 2025 marks a major shift in the public procurement landscape, especially for construction, which is one of the most regulated and high-risk sectors. At the same time, anticipated amendments to the Competition Act 2010 will significantly heighten scrutiny over tendering behaviour, joint ventures, subcontracting arrangements, and pricing decisions. This webinar examines how these legal developments intersect, and what they mean for contractors, consultants, developers and legal advisors. Participants will gain a clear understanding of competition law risks in construction, the red flags that commonly trigger investigation, and practical strategies to strengthen compliance and manage exposure in upcoming projects.
BIODATA OF SPEAKER
Ms. Cynthia Lee, a litigator and dispute resolution lawyer, specialises in commercial dispute resolution with a focus on complex contractual and tortious disputes. She also has extensive experience in construction law matters, with experience in arbitration and adjudication proceedings under CIPAA. She graduated from Cardiff University, was called to the Bar of England and Wales, and later in Malaysia. In 2022, she earned a Master’s in Commercial Law from the University of Malaya, ranking among the top 15 postgraduate students with Distinction.
Currently, she is a doctoral fellow at the University of Malaya, focusing on competition law in e-commerce platforms. Her portfolio includes handling multi-billion-dollar government construction projects, highways, hospitals, and landmark developments such as The St. Regis Langkawi.
