Electrical Installations of Buildings – Code of Practice outlines the essential safety, design, and installation standards for low-voltage electrical systems in Malaysian buildings, ensuring compliance, reliability, and protection for occupants and property.
This Malaysian Standard, designated as MS 1979:2007 and revised in 2015, serves as a comprehensive guideline for the planning, design, installation, and inspection of low-voltage electrical installations in buildings. It is based on the internationally recognized MS IEC 60364 framework and adapted to suit local Malaysian conditions and regulatory requirements. The standard applies primarily to residential houses and dwellings, but its principles may extend to commercial and industrial buildings where applicable.

Ir. Yau Chau Fong is a highly accomplished Malaysian engineer with over 23 years of experience in Mechanical, Electrical & Plumbing (MEP) consultancy, energy systems, and data centre design. He is the Managing Director of Duriane Professionals Sdn Bhd and currently serves as Deputy President of The Institution of Engineers Malaysia (IEM) and Board Member of the Board of Engineers Malaysia (BEM). He holds multiple prestigious certifications including Accredited Tier Designer (ATD), Certified Data Centre Risk Professional (CDRP), and ASEAN Chartered Professional Engineer (ACPE). Ir. Yau is deeply involved in engineering governance and regional collaboration, having chaired key committees such as the ASEAN Engineering Inspectors – Electrical Installation (AEI-EI) and the BEM Scale of Fees and Quality Committees. He also led the BEM Convention 2024 and is developing BEM’s Strategic Plan 2026–2030. His contributions to international standards earned him the IEC 1906 Award in 2024. Passionate about knowledge sharing, he actively promotes engineering excellence across ASEAN and beyond. Ir. Sharal Aida Ibrahim is currently working as a Senior Assistant Director of Energy Commission of Malaysia(ST) since she joined in 2012 and serves in Electrical / Gas Safety Development Unit since 2019. Previously, she was the Assistant Director in Enforcement and Regional Operation stationed in Kelantan and Terengganu Regional Office. She has working experiences in energy supply industry which includes electrical / gas safety acts and regulations, studies related to electrical/gas safety, policy development(codes, directions, guidelines, etc.), IEC and MS IEC standards, awareness programmes, enforcement, investigation, prosecution and operational works. Ir. Sharal Aida Ibrahim obtained her Bachelor’s degree in Engineering (Hons) Electrical First Class from Universiti Teknologi Mara (UiTM) Malaysia in 2009. She pursued her study and earned her Master’s degree in Engineering (Electrical Power) from Universiti Teknologi Malaysia (UTM) Malaysia in 2019. She then furthered her professional certification through Board of Engineers Malaysia in 2019 and currently she is a registered Professional Engineer. Ir. Sharal Aida Ibrahim is also an active member in various technical committees and working group in Jabatan Standards Malaysia(JSM), Suruhanjaya Tenaga (ST) Malaysia and Construction Industry Development Board Malaysia (CIDB) on standards and guidelines development.
Ir. Ng Win Siau graduated from the National University of Singapore with a Bachelor and Master of Engineering (Electrical Engineering) in 2002 and 2005 respectively. He is registered with the Energy Commission of Malaysia as a competent electrical engineer (132kV) and electrical services engineer (132kV),practicing in a private electrical engineering firm. He specializes in the design, maintenance and diagnostics of high voltage electrical installations. Ir. Ng is a member of the Institution of Engineers, Malaysia (IEM),actively contributing as a committee member of the Electrical Engineering Technical Division and the Membership Application Board. He represents IEM in the Standards Malaysia Workgroup 1 Electrical Installation of Buildings under TC 14. Ir. Ng currently leads the AEI-EI Malaysian National Working Group, pushing towards a common standard for electrical installation in buildings amongst ASEAN countries.
Ir. Ahmad Rashidi Zainudin is the Managing Director of SSP (E&M) Sdn. Bhd., an engineering consulting practice (ECP) based in Seri Kembangan, Selangor Darul Ehsan. He holds a Degree in Electrical Engineering from Colorado School of Mines, USA. He has more than 33 years of working experience covering design, contract administration, project management and consultancy in electrical and mechanical services. Ir. Ahmad Rashidi is also an active member in various technical committees and working group in Board of Engineers Malaysia (BEM), Jabatan Standards Malaysia (JSM), Suruhanjaya Tenaga (ST) Malaysia and Construction Industry Development Board Malaysia (CIDB) on standards and guidelines development. He has served in the BEM PCE (Electrical) Committee since 2015 & Common Paper Committee since 2023.
Ir. Lee Kok Chong is a Professional Electrical Engineer with 28 years of experience in consulting, design, and project management across power plants, hospitals, and high-rise buildings. He holds an MBA from the University of Alabama in Birmingham and a B.Sc. in Electrical Engineering from Huntsville. He is a certified ASEAN Energy Manager, Green Building Facilitator, and 33kV Competent Engineer. Ir. Lee has served in key roles within IEM, ACEM, SIRIM, and TEEAM, including Vice President and Chairman of Engineering Construction & Services. He contributed to national standards such as MS1979 and led international symposiums on energy efficiency. Fluent in English, Bahasa Malaysia, and Mandarin, he is known for his leadership in energy conservation, renewable energy integration, and technical standardization.
Paul Loke has over 25 years’ experience in various responsibilities within the electrical industry, particularly in Energy management and Datacenter solutions in the South East Asia, China, and India region. He is an active actor and strong proponent of partnership between International / Regional standards organization and industry stakeholders to drive safety, efficiency, and innovation in the electrical industry through various education and training initiatives. Paul holds the position of Convenor, IEC TC64 Working Group WG43 for IEC TC64 WG43 Application guides parts 61200-200 complying with IEC 60364 (within TC 64: Electrical installations and protection against electric shock)
