SYNOPSIS

Defence planning and capability acquisition (DPCA) are critical components of national security, ensuring that a country is adequately prepared to address current and future threats. In Malaysia, however, defence planning and capability acquisition have faced significant challenges, leading to inefficiencies, cost overruns, and delays in delivering critical defence assets. . For instance, the procurement of six New Generation Patrol Vessels (NGPV) for the Royal Malaysian Navy has been marred by delays, cost escalations, and allegations of mismanagement, with the project still incomplete despite being initiated in 2011. Similarly, the UAV Project in Europe involves France, Germany, Italy and Spain.  This shortcoming impacted operational readiness. These cases highlight systemic issues in defence planning and capability acquisition processes, including organisational gaps in human resource expertise, technological integration, and organisational structures.

Despite long-term global research, the state’s capability level remains the primary issue while planning and acquiring.  Why?


BIODATA OF SPEAKER

Ir Dr Arman Ariffin serves as the Engineering Contract Manager, with a strong foundation in mechanics, fluid dynamics, and energy systems. He holds a Doctorate in Engineering from L’Université de Bretagne Occidentale, France, and both Master’s and Bachelor’s degrees in Mechanical Engineering from Universiti Teknologi Malaysia.

Ir Dr Arman has presented papers at international conferences and actively contributes to advancing Malaysia’s engineering reputation. Notably, he represented Malaysia at the International Maritime Organization (IMO) conference, showcasing his commitment to excellence. His career reflects a dedication to fostering innovation and elevating the country’s profile on the global stage.

Professionally, he is recognized as a Chartered Marine Engineer by the Institute of Marine Engineers, Scientists, and Technologists, a Professional Engineer with Practice Certification from the Board of Engineers Malaysia, and a Corporate Member of the Institution of Engineers Malaysia.

He is currently active in multi sport discipline such as long distance open water swimming, Ironman Triathlon and Marathon.
