SYNOPSIS

This talk will delve into the technical responsibilities of the Road Transport Department (JPJ) in ensuring that vehicles operating on Malaysian roads comply with established safety standards. It will highlight JPJ’s role in the approval, regulation, and inspection of vehicle systems and components to prevent road accidents caused by mechanical failure or non-compliance.

Key technical areas to be discussed include:

•   Vehicle Type Approval (VTA): An overview of the approval process where JPJ verifies that all
     vehicles, whether imported or locally assembled, meet the required technical specifications in
     line with UNECE regulations or Malaysian Standards before registration.
•   Technical enforcement and inspection: JPJ’s involvement in identifying unauthorized vehicle
     modifications (e.g., changes to the chassis structure, braking systems, suspension, or lighting)
     that may compromise safety.
•   JPJ’s collaboration with PUSPAKOM: Focus on technical inspection regimes such as periodic
    roadworthiness checks, pre-registration inspections, and special inspections. The session will
    explain the use of equipment such as roller brake testers, smoke meters, headlamp testers,
    and undercarriage detection systems.
•   Integrated technical databases: Introduction to systems such as VTA data integration and
    e-Inspection platforms, which enhance JPJ’s ability to trace and monitor non-compliant
    vehicles and ensure ongoing roadworthiness.
•   Current technical challenges: Issues such as the influx of reconditioned vehicles, increasing
    prevalence of extreme vehicle modifications, and the need to align local vehicle standards with
    global regulatory frameworks such as UNECE WP.29.


BIODATA OF SPEAKER

Ir. Ts. Norhabib Bin Mohd Kamin
Assistant Director, Automotive Engineering Division, Road Transport Department Malaysia

Ir. Ts. Norhabib Bin Mohd Kamin serves as the Head of the Automotive Engineering Division at the Kuala Lumpur branch of the Road Transport Department (JPJ WPKL). In this role, he oversees automotive engineering operations and actively participates in official visits and collaborations with other agencies.

He holds a Bachelor of Engineering with Honours (BE Hons) in Mechanical Engineering, specializing in Thermal Fluids, from Universiti Teknikal Malaysia Melaka (UTeM).

His key responsibilities include:
•   Ensuring all registered vehicles comply with the specifications set out under the Road
     Transport Act 1987 and the Road Transport Rules 1959 (Construction and Use).
•   Guaranteeing that all vehicles in operation or intended for use are maintained in a safe and
     roadworthy condition.
•   Regulating and upholding motor vehicle safety standards efficiently and with integrity, while
    aligning with environmental and national requirements within the automotive industry.
