SYNOPSIS

The construction industry remains one of the highest-risk sectors in Malaysia, with numerous incidents linked to poor planning, coordination, and management at various stages of a project. Recognizing this, the Department of Occupational Safety and Health(DOSH) has introduced the Construction Work Design and Management (CDM)Regulations to strengthen proactive safety practices from the design phase through to completion. These regulations aim to clarify the roles and responsibilities of stakeholders – including clients, designers, and contractors – to ensure that safety is embedded into every stage of a project lifecycle. This webinar, organized by The Institution of Engineers Malaysia (IEM), seeks to provide members with critical insights into the upcoming regulatory framework, its impact on current industry practises, and how professionals can align themselves to meet the new compliance expectations.


Objective

● Provide an overview of the Construction Work Design Management (CDM) Regulations 2024,
   focusing on key provisions and their practical application in construction projects.
● Understand the process of Concept Design Review, including the identification and mitigation of
   potential risks at the early design stage.

BIODATA OF SPEAKER

Ir. Dr. Mohd Fairuz Ab Rahman,
Deputy Director Construction Safety Division
Department of Occupational Safety & Health (DOSH)

Ir. Dr. Mohd Fairuz Ab Rahman is currently attached to the Construction Safety Division, DOSH Headquarters, Putrajaya. He graduated with a BEng in Mechanical Engineering from the University of Sheffield, UK, an MSc in Integrated Construction Project Management from UiTM, and a PhD in Engineering from RMIT University, Australia. He is a Professional Engineer with Practicing Certificate (PEPC) registered with BEM. Since joining DOSH in 2003, he has been a committee member involved in developing and revising the OSHCIM Guidelines 2017, the OSHA (Amendment) 2022, and the Construction Work Design and Management (CDM) Regulations 2024. He is currently part of a working committee developing new Work at Height Regulations.
