SYNOPSIS
Roads are strategic national assets that play a vital role in driving economic, social, and mobility development. In Malaysia, ensuring roads remain safe and efficient for public use is challenged by a mindset that undervalues maintenance, often prioritizing initial project costs over long-term sustainability. However, there is a shift in government policy recognizing that maintaining existing roads is far more cost-effective than building new ones. This change is also supported by advancements in road construction technologies and materials, leading to more efficient and cost-saving maintenance methods.
Malaysia adopts four types of road maintenance strategies.
• Routine maintenance includes regular tasks such as cleaning drains, cutting roadside grass, and minor repairs to prevent larger issues. • Periodic pavement maintenance focuses on resurfacing and crack sealing to prolong pavement life. • Periodic non pavement maintenance targets elements like road shoulders, drainage, and furniture, which are often overlooked but crucial for structural integrity and safety. • Emergency maintenance is implemented in response to unforeseen events like floods, landslides, or major accidents, requiring immediate action to restore road functionality and minimize traffic disruption.
The presentation aims to raise awareness of the strategic value of roads, promote maintenance over reconstruction, understand maintenance types, highlight cost planning, and explore innovations that enhance road sustainability.

Ir. AHMAD FATHULAH BIN AHMAD HALIMI
Ir. Ahmad Fathulah bin Ahmad Halimi is an experienced Civil Engineer with nearly 20 years in infrastructure and road maintenance. Currently serving at JKR Malaysia's Road Facility Maintenance Branch, he has held various roles in government, including district engineer and project coordinator. He manages key national programs such as pavement maintenance, infrastructure safety, and asphalt plant audits. With a strong background in technical operations and training, he has served as a certified trainer in road maintenance since 2008. Ir. Fathulah holds a Diploma and Bachelor’s Degree in Civil Engineering, is a registered Professional Engineer, and is certified under RPM CBAS JKR (2024). His work reflects a deep commitment to technical excellence and public service.
