SYNOPSIS
The “CDM and the Roles of Principal Construction Work Designer (PCWD)” provides an overview of the implementation of the Occupational Safety and Health (Construction Work) (Design and Management) Regulations 2024 (CDM) in Malaysia, focusing on the emerging statutory role of the PCWD. It explores how the CDM framework shifts safety responsibilities to the design stage and clarifies the legal duties of the PCWD in coordinating design risk management, ensuring information flow, and assisting clients in achieving safer project outcomes. The session highlights the official positions and guidance issued by professional bodies — including PAM, LAM, BEM and ACEM — which emphasise competency, liability and scope clarity for practitioners considering this appointment. The presentation aims to guide clients and design organisations in understanding the practical implications, governance requirements, and best practices for appointing and performing the PCWD role effectively within Malaysia’s CDM regulatory framework.
BIODATA OF SPEAKER
Ir. Dr. Mohd Fairuz Ab Rahman
Ir. Dr. Mohd Fairuz Ab Rahman is currently attached with the Construction Safety Division, DOSH Headquarters in Putrajaya. He graduated from the University of Sheffield, UK in BEng. Mechanical Engineering, UiTM in MSc. Integrated Construction Project Management and the RMIT University, Australia in PhD. Engineering. He is registered with the BEM as a PEPC. He has worked with the DOSH since 2003. He is a committee member that developed and revised the OSHA (Amendment) 2022, the Construction Work Design and Management or CDM Regulations 2024 and OSHCIM Guidelines 2017. He is now working committee to introduce new work at height regulations.
