SYNOPSIS
Value Management (VM) is widely used in many developed countries and attracting considerable attention in fast developing countries such as Malaysia. VM is defined as a structured multi-disciplinary team approach to seek functional requirements of programmes, projects, products, systems, or services to enhance performance in achieving organizational goals and objectives. In Malaysia Government, VM has been integrated into public programmes and projects since the 10th Malaysia Plan (10th MP) from 2010 to 2015, sustained in the 11th MP, the 12th MP, and to be continued its implementation in the 13th MP (2026 to 2030). Present day, VM is widely applied and it has evolved through-out public agencies in the country. Multiple VM Study interventions are marked at appropriate timings within Strategic Phase, Technical Phase and Use Phase. Using VM structured and systematic process, the methodology provides robust and effective reviews on project solutions, promotes innovative and creative thinking in improving value. In VM, adopting value concept stimulates beyond typical ‘quality-time-cost’ objectives that enhance functionality and project performance.
BIODATA OF SPEAKER
Sr VMr. Dr. Rohanis binti Ab Ghani CQS, CVM, B.S.K., FIVMM-Life, MBQSM, MRISM, MMAPMA, Deputy President of IVMM.
Working experience of 20 years in Quantity Surveying (QS); and more than 10 years in Value Management (VM) in Public Works Department (PWD) Malaysia. Being a Consultant QS (CQS) and a Certified Value Manager (CVM). A pioneer among VM practitioners in Public Sector since 2011, responsible for the development and implementation of VM, with substantial experience in Value Engineering (VE) study application. Being a source of reference to other VM practitioners; and recognized by Public Service Department Malaysia (JPA) as an SME or Subject Matter Expert in VM since 2018. Actively involved as a Council of Institute of Value Management Malaysia (IVMM), currently elected as IVMM Deputy President (2023-2025) and formerly as Director of Professional Development (for 2 terms from 2015 to 2019), and appointed as Fellow Member (Life) since 2017. Contributing to the organizational level (PWD Malaysia), National (mainly Public Sector) and International VM communities through practices, consultations, publications, and presentations of technical and research papers; and development of standards for VM practice and competencies.
