SYNOPSIS

The erection of a building generally takes years from the construction phases to handing over of the building to the owner. Dengue is considered as a biological hazards often relates to the various phases of the construction. Who would be responsible to conduct risk assessment during the entire phase of the project?

The Occupational Safety and Health in Construction Industry (Management) (OSHCIM) Regulation which soon be implemented under Regulation 12 Duties of a principal contractor in relation to safety and health at the construction phase (1). The principal contractor must plan, manage and monitor the construction phase and coordinate matters relating to safety and health during the construction phase to ensure that, so far as is reasonably practicable, construction work is carried out without risks to safety and health; the principal contractor must take into account the general principles of prevention Communication for Behavioural Impact (COMBI) programme organized by World Health Organization (WHO) and implemented by MOH, Malaysia back in 2011 is the popular programme being implemented at the construction site.

COMBI practices by following the 5 Key COMBI Improvement Strategies as follows:

•  Fogging
•  Larvaciding
•  Search & Destroy
•  Gotong - Royong
•  Communication & Awareness

The strategies arrangement differs significantly from the Hierarchy of Controls of firstly Eliminating mosquito breeding grounds and Fogging as the last resort.


BIODATA OF SPEAKER

Ir. Gary Lim Eng Hwa
BE(Mech.) NZ, Mgt Dip. FIEM, P.Eng, Asean Eng., AT31000 (Approved ISO31000 Risk Management Lead Trainer)

Gary is a member of the Building Services Technical Division and member of the Fire Advisory Board of the Institution of Engineers, Malaysia. He has a degree in Mechanical Engineering from the University of Canterbury, New Zealand and a Management Diploma from New Zealand. He is a Professional Engineer registered with the Board of Engineers, Malaysia and a Fellow of the Institution of Engineers, Malaysia (IEM). In 2016 he obtained Approved ISO31000 Risk Management Lead Trainer Certificate from G31000 Institution.

Gary conducted a course on Emergency Response Preparedness in Manufacturing sectors covering all the likelihood of an emergency. The response of each of the emergency should be specific rather than general hence there will be multi teams within the plant.
