SYNOPSIS

The Anti-Corruption Management System (SPAR) or better has known as MS ISO 37001:2016 Anti Bribery Management Systems which were introduced in 2016 at the world level and in 2017 at the national level in Malaysia in general.

This system is a voluntary internal control of an organization to detect, prevent, handle, evaluate and improve anti-corruption management measures effectively so that it complies with the acts, laws, regulations and procedures that have been set. In fact, it is also an instrument which is flexible and can be adapted to the impact of corruption risk that may be faced by any organization in a country.

This standard is designed to help organizations to prove to stakeholders that they have adequate anti-corruption practices and initiatives and are best implemented both internally and externally in an organization.

Accordingly, the use of SPAR MS ISO 37001:2016 has begun to be practiced in our country, whether in the government sector or the private sector. Similarly, the construction industry is not left behind because the risk of corruption is high if it is not dealt with holistically and systematically then it is feared that it will destroy the value of integrity in an organization.

The involvement of Engineers and those related to the engineering and economic sectors today also requires them to understand the context of corruption in the construction industry so that the implementation of good governance with integrity can be realized without prejudice. At the same time, the production of quality products can be achieved and meet the needs of customers and society today. In short, positive efforts in inculcating the practice of integrity through the use of the Anti-Corruption Management System (SPAR) will further fuel the existence and role of professionalism of Engineers in the Community in line with the slogan of Madani Malaysia today.


BIODATA OF SPEAKER

Lieut. Associate Colonel (PA) Ir. Abdul Rani bin Harun

Lieut. Associate Colonel (PA) Ir. Abdul Rani bin Harun has more than 30 years of experience in the national construction industry, particularly involving the scope of project management, maintenance management and engineering services. His experience in managing and monitoring the implementation of government projects as a Superintendent / Project Director / Engineer has added value to improve the governance of project management which is more dynamic and systematic. It starts from the stage of planning, design, procurement, construction and delivery to the customer.

He holds a Bachelor's Degree in Civil Engineering from Universiti Sains Malaysia (USM) and registered as a Professional Engineer with the Board of Engineers, Malaysia (BEM). In addition, he is also qualified as a Certified Road Safety Auditor (REAM), Certified Lead Auditor ISO 45001 :2018 (SIRIM), Certified Lead Auditor ISO 37001::2016 (SIRIM) and Certified Interity Officer (CeIO-SPRM).

Meanwhile, he is also experienced in managing the Integrated Management System which includes MS ISO 9001, MS ISO 45001, MS ISO 37001, MS ISO 15001 and MS ISO 50001 at JKR Malaysia. In addition, he is also involved in project management and facility management auditing programs, especially involving quality, safety and health as well as integrity at the departmental level. In fact, he was also appointed as a technical consultant in several external agencies such as the National Audit Department, the Malaysian Anti-Corruption Commission (MACC), the State Secretary's Office and several departments at the state and district levels.

Based on his extensive experience, he has also been appointed as a Panel Leader / Panel / Permanent Member / Committee Member / Head of Audit in both the government and private sectors, particularly programs or work involving strengthening quality, safety and health as well as integrity such as Development of CIS 28: Public Safety Related To Construction Works Above and Adjacent To Roadways (CIDB), Development of CIS 29: Contractor's Quality Management System (CIDB), Commissioning, Evaluation and Certification for the Construction Skills Qualification Framework (CIDB), Safety, Health and Environment Excellence Award BESHEXA 2022 (BEM), Certified Integrity Office (CeIO JKR), Safety Health Representative (SHR-JKR), Occupational Safety and Health Management System (KPA-JKR), Quality Management System (KPA-JKR), Department Innovation Award (AIJ- JKR), Excellent Contractor Award (AKC-JKR), Public Sector Conditional Ecosystem (KPA EKSA-DIY – JKR) and others.
