SYNOPSIS
In the engineering industry, corruption can take several forms depending on who is involved. Corruption occurs when individuals make bad decisions. The main forms of corruption of course are kickbacks and bribery, bid rigging and collusion, fraud, and conflicts of interest among others.
Functions of the Malaysian Anti-Corruption Commission are provided under Section 7 Malaysian Anti-Corruption Commission Act 2009 as
(1) To receive and consider any report of the commission of an offence under this Act and investigate such of the reports as the Chief Commissioner or the officers consider practicable, (2) To detect and investigate (Any suspected offence under Act 2009;Any suspected attempt to commit any offence under Act 2009; and Any suspected conspiracy to commit any offence under this Act), (3) To examine the practices, systems and procedures of public bodies in order to facilitate the discovery of offences under this Act and to secure there vision of such practices, systems or procedures as in the opinion of the Chief Commissioner may be conducive to corruption; (4) To instruct, advise and assist any person, on the latter’s request, on ways in which corruption may be eliminated by such person; (5) To advise heads of public bodies of any changes in practices, systems or procedures compatible with the effective discharge of the duties of the public bodies as the Chief Commissioner thinks necessary to reduce the likelihood of the occurrence of corruption; (6) To educate the public against corruption; and (7)To enlist and foster public support against corruption.
At the same time, The MACC aims to be a professional anti-corruption commission in enforcing the law and educating the public against corruption in moving towards greater prevention and ultimately to eradicate corruption in Malaysia through the three (3) principles such as Independent, Transparent and Professional.
BIODATA OF SPEAKER
Ps Thilak A/L Munusamy graduated with Diploma in Mechanical Engineering from Politeknik Ungku Omar (2004) and later joined as investigator and authorized prosecuting officer at lower courts, Badan Pencegah Rasuah (BPR), Sarawak (2006).
He has served Intelligent Department, Malaysian Anti-Corruption Commission (MACC) as Senior Assistant Superintendent from 2009 until 2019. He has also graduated from University Sains Malaysia with a Bachelor of Social Science Degree (Political Science). He is currently attached to the Community Education Division of Private Sector Branch, MACC. He engaged business entities, corporations, and private companies in cultivating anti-corruption awareness.
