SYNOPSIS

COPE is an acronym that stands for the four characteristics an insurance underwriter reviews when evaluating the risk presented by a building; Construction, Occupancy, Protection and Exposure. Although the COPE approach has traditionally been used to evaluate the risk presented by existing buildings, this approach can also be used to manage the risk presented by a project.

This session will illustrate some of the COPE ideas. The speaker will provide pointers on available resources to engineers, as some of the resources are readily available online.

As engineers, it is necessary to be concern about any possible risks before and during the project period as well as the facility’s concerns while in operational stage and till the facility is finally decommissioned. In that before stage, it should include code assessment and risk management in the project conceptual and site selection too.


BIODATA OF SPEAKER

Ir. Loo Chee Kin is a Senior Consultant with TÜV SÜD Global Risk Consultants (GRC) and before that he was a Senior Engineering Specialist with FM Global for some 12 years. He has more than 20 years engineering experience, from design to field work. He graduated from UMIST, Manchester, UK with a B.Eng in Electromechanical Systems Engineering and prior to that a Diploma in Electromechanical Systems Engineering from Kota Bharu Polytechnic in Kota Bharu, Malaysia.

He is a P.Eng in Mechanical and Electrical Engineering and a Member of IEM. He is a Member of IMechE and IET, and registered C.Eng. He is an active committee member in the IEM, the current Advisor of IEM Mechanical Engineering Technical Division (METD), past Chairman of Disaster Risk Reduction Advisory Board (DRRAB), member in the Fire Advisory Board (FAB), member in this SESIG as well as various Sub-Committees and Boards. Ir. Loo represents IEM to various dialogues with Bomba, DOSH and other agencies as well as trainer and speaker for courses and seminars. He represents IEM to various National Standard Committees (NSC) in Department Standards Malaysia (DSM), namely Safety (W) and Fire Safety (M), the Management Committee on International Electrotechnical Commission System for National Certification (MyENC) to Standards Relating to Equipment for Use in Explosive Atmospheres (IECEx) (ExMC).

The objective of Safety in Engineering Special Interest Group is to inculcate the safety culture, and improve skills and knowledge of our engineering society; so we as engineers can provide engineering services, which uphold the Code of Ethics, and safety, health, and welfare of the workers and public in the performance of our professional duties.
