SYNOPSIS

Platform Reuse offers an alternative decommissioning option to disposal or scrapping. In many cases the platforms which are destined to be removed from offshore site due to depletion of hydrocarbons in the reservoir or due to other commercial reasons,  still possesses useful life which can be exploited by re-capitalizing the assets to be reused at another offshore site. Re-using of the decommissioned platforms offers many advantages to the oil and gas operators who are looking to monetized their marginal field which requires a low cost solution to make the development of the field economically viable.

The process of reusing the platforms is well documented in API RP-2A Section 15, 21st edition which deals which recertification of the structural components. The presentation will cover the engineering study required to perform the holistic assessment and adequacy of the structures to be reused at the new site including the risk and cost benefit analysis against conventional new built.

A few success stories of platform reuse will be presented and major challenges will be discussed towards the end of the presentation.


SPEAKER BIODATA

Juzer Noman has 20 years experience in decommissioning projects throughout South East Asia and Middle East. Juzer has been involved in managing cutting projects using Abrasive Cutting, Diamond Wire Cutting, Brocco, and other types of Mechanical Cutting tools for both Pipelines and Offshore Platforms. The projects included 19 offshore platforms and numerous pipeline cuts. Apart from cutting, Juzer was the project manager for turnkey decommissioning of 2 wellhead platforms involving Engineering , Preparation, Removal and Disposal for Petronas in Malaysian waters as well as the project manager for an EPCIC of a Refurbished wellhead platform including pipeline installation for the D21 field development  for Petronas in Malaysia.

Juzer has also performed feasibility and decommissioning cost estimation studies and decom training for a number of clients such Petronas Carigali(Malaysia) Brunei Shell, KNOC(Vietnam), Niko(India), PTTEP(Thailand), Chevron DEA Studies(Thailand), and DMF DEA Studies( Thailand), VSP (Vietnam), GSPC(India), Niko Resources(India), Sun Petro(India) , Carigali Hess (Malaysia) amongst others.

As Chairman of the Decom Working Group for MOGSC(Malaysian Oil and Gas Services Council), Juzer has given talks at various Decommissioning Seminars in Malaysia, Singapore, Thailand, India and Indonesia such as the Annual Decommisioning Summit, Indonesian Abandonment and Site Restoration Summit, SPE Decom Workshops, India Decommissioning Conference and conducted a number of decommissioning workshops and technical seminars.
