COURSE SYNOPSIS

Asset management is a business process which seeks to balance service performance requirements, asset conditions, and costs throughout the asset life cycle. Major decisions are required throughout the life cycles of the different railway asset classes. The Railway Operator must frequently decide whether to replace an asset or extend its life. Asset management has been shown to transform the quality of the Railway Operator’s decisions, based on in-depth knowledge and analysis of existing assets (and the cost of extending their life), customer needs and knowledge of the procurement options available. A key challenge for existing Malaysia’s public railway operators (the Operators), namely, KTMB, Prasarana/RapidRail and ERL and their Owners (Ministry of Transport and Ministry of Finance) is the ongoing need to invest in high-cost asset management processes. In many cases, assets and investment projects are hidden from the view of customers and stakeholders but are critical for railway systems to function, such as tunnel ventilating fan plants, traction power substations, overhead catenary wires, track point machines, etc. There is a common saying within the railway operation community that: “once you lose a state of good maintenance/repair window, it is almost impossible to catch up”. Asset management analysis depends critically upon the availability of good quality asset information, which cannot effectively be outsourced. Comprehensive asset information management systems are an essential foundation for effective asset management. The railway industry must be prepared to transform itself in facing future challenges in terms of safety, development, train operations, maintenance and future planning.


ABOUT THE SPEAKER

1) Mr. Saipul Ezam

Mr. Saipul Ezam graduated from Universiti Teknologi Malaysia (UTM) in Degree in Mechanical Engineering in 2000. He joined KTMB from year 2003 until year 2006. Later Mr. Saipul joined Syarikat Prasarana Negara Berhad (Prasarana) as Head of Section of Rolling Stock and Depot (Workshop) Equipment (RSDE) Section. Currently he is the Head of Division of Rail Division in Land Public Transport Agency (APAD) where Mr Saipul Managing the division that monitor and legislate all railway planning and project in Malaysia to ensure all projects implemented according to the aspiration of the government of Malaysia and stakeholders. APAD is the agency mandated by the government to regulate all railway project and operation according to the relevant acts and standard.

2) Ir. Mohd Kholel Manaf

Ir. Mohd Kholel Manaf career in the railway industry spans almost 25 years, during which time he has gained significant experience in all aspects of rolling stock management. Started his working life with KTMB Double Track Project – Package Electrification and held various posts before becoming Fleet Engineering and Maintenance General Manager in KTMB. Appointed General Manager of Fleet Engineering & Maintenance in 2017 where my responsibilities for leading the rolling stock engineering include maintenance and management of the electric, diesel, wagon, power generating car and coach which operates from northern, southern, eastern in Malaysia and maintenance safety activities. Leading a team of 800 people to ensure delivery of engineering and department safety objectives. Ir. Kholel also has a Degree in Electrical and Electronic from the University of Portsmouth in 1994 and has just completed Master from University Kebangsaan Malaysia.

3) Mr. Hisham Mustaffa

Mr. Hisham Mustaffa Graduated from Thames Polytechnic London (Greenwich U) in 1988 in Electrical Engineering. He is a Deputy Chief Engineer (Grid Planning), Tenaga Nasional Berhad. He joined TNB (then LLN) since 1988. He holds various posts in TNB since 1988. He is heavily involved when TNB started the “Asset Management Initiatives in 2012. He is also directly involved in HV electricity supply to Railway projects namely MRT1 (SBK), MRT2 (SSP), LRT3 (One Utama-Johan Setia), KTMB Double Track (Ipoh-Padang Besar, KVDT and Gemas-JB) projects.

4) Datin Norliah Noah

Datin Norliah Noah has been in the manufacturing and rail industry for more than 28 years with hands on experience in new plant set up, engineering design, project management, testing & commissioning, asset management & development and maintenance & operation of passenger rail services. The vast expansion of public transport network in Malaysia has enabled her to develop her career goal with solid experience in rolling stock, systems and infrastructure projects to manage the existing and on any new developments required for public transport. Norlia has worked on the LRT3 project since 2013 until 2016 with involvements from Feasibility Study, Stakeholders engagements, Public Inspection, LRT3 Railway Scheme, Procurement Strategy, the alignment and concept designs to ensure compliance to requirements set for LRT3 operation. Datin Norlia is currently providing strategic support and technical advices on Rail and Bus matters to the Management and heading corporate projects inclusive of cross border RTS Link project for PRASARANA.

5) Mr. Bassam Mansour

Mr. Bassam Mansour has a degree in Engineering from Manchester University (UK), Business degree from London University and he is a Fellow of the Institution of Engineering and Technology (London), and a Fellow of the Railway Signal Engineers (London), he has worked on Major international Projects in UK (Channel Tunnel, HS1 and LUL), Ireland, Japan, China, Turkey (Marmary Project, Bosporous Crossing using immersed tube technology), India (DMRC), UAE (Dubai Metro) and Abu Dhabi (responsible for development of Railway Law and National Transport Plan for the UAE), KSA and Malaysia. Bassam was the Director of Dubai Metro and later Director of Engineering and played a recognised part in the successful delivery of Dubai Metro.

6) Mr. Dominik Ratajski

Mr. Dominik Ratajski graduated from Technical University of Łódź, Poland in the field of Electrical Engineering, majoring in Machines and Electrical Apparatus in 2007. He joined ABB at the beginning of 2009, working for industry sector, after which he became part of ABB’s transportation business team in 2012, focused on DC power supply solutions. Currently, he works for ABB Malaysia Sdn. Bhd., as APAC Regional Lead Centre Manager, Electrification Products – AC & DC Railway, in ABB’s Regional Office in Subang Jaya, where he has been located since beginning of 2014.  Mr. Dominik is responsible for business development of electrification products and solutions, dedicated to public transportation segment (railways, eBus, marine). He reports directly to Electrification Business Railway Segment Manager in ABB Switzerland.

7) Ir. Dr Amir Basha Ismail

Ir. Dr Amir Basha Ismail Graduated with B.Sc. (Eng) 1st Class Hons, from University of London King's College in 1974, and M.Sc. and Ph.D in Power Systems from University of Manchester in 1976 and 1979 respectively. Served LLN/TNB for 33 years (1974-2007) and was one of those several local pioneer engineers who were involved in the planning, design, implementation and operation of the 500kV/275kV/132kV National Power System Grid, holding positions of Senior Engineer and Chief Engineer in the Development Planning and System Operation Divisions. He was principally involved in the setting up of UNITEN and TNB Research (full subsidiaries of TNB) in the mid-1990s, as the First (Founding) Dean College of Engineering UNITEN and Managing Director of TNB Research, respectively before his retirement in 2007. Since then, he has been with Minconsult leading/assisting teams involved in power system projects, such as power generating plants, electric traction rail projects (LRT/MRT, KTMB and High Speed Rail (HSR), Solar PV projects, Management & Engineering Audits of the ESI, and formulation of Feasibility Study Reports/MasterPlan Study Reports related to Electricity/Energy Planning. A BEM-registered Professional Engineer Practicing Certificate and ASEAN Chartered Professional Engineer, Corporate Member of IEM and Alumni Harvard Business School Senior Management Program.
