SYNOPSIS

The Floating LNG concept was envisaged to monetise stranded gas resources. The two PETRONAS’ floaters namely PFLNG1 and PFLNG2 for offshore Sarawak and Sabah respectively will increase the country’s LNG production capacity by approximately 8% (2.5 MTPA). PFLNG1 is already in operation while construction activities for PFLNG2 is currently ongoing.

The fast track nature of the PFLNG1 project presented challenges to the project team in meeting the target date. Extensive technology selection exercises were conducted in finalising the turret mooring, gas treating, liquefaction, LNG cargo containment and LNG offloading systems. Designers and licensors conducted rigorous design optimisation and marinisation studies on impact of floater motion and evaluated it against an extensive list of criteria, including

•    Proven and established onshore and offshore track records.
•    Experience or involvement in the delivery of LNG plants
•    Design robustness and acceptable efficiency
•    Operating envelop and flexibility
•    Inherent safe design
    
On top of this, lessons learnt from PFLNG1 are to be captured in ensuring necessary improvement in the PFLNG2 design and operability aspects.  


BIODATA OF SPEAKER

Ir. Roslin Bin Ramli is a Principal Engineer (Construction) in PETRONAS - Project Delivery and Technology (PD&T). Ir. Roslin has over 25 years working experience in Oil, Gas, Petrochemical, Offshore/Marine and Shipbuilding Projects in Malaysia and overseas including United Kingdom, South Korea, Japan, Vietnam, Philippines and Sudan. His qualification is in Marine Technology Degree from UTM. He has a Professional Certificate in Management from Melbourne University, Australia.

He has managed, completed and delivered the First Floating LNG in the world – PFLNG1 Project in May 2016. In this project, Ir. Roslin had contributed his custodianship as Head (Construction) and Project Manager/Deputy Project Director. His expertise in System Completion and Turnover includes construction and commissioning interfacing management and Constructability Review (CR). He was a Senior Project Engineer, Senior Construction Engineer and Construction Manager and has worked pre-dominantly on large PETRONAS Downstream projects – as EPCC and EPCM Contracts namely GPP4, DPCU2, PVC, PEPI, PDH and in PETRONAS Melaka Refinery Projects (Cogen, MG3 and PSR2 Revamp). He has also worked as a Naval Architect in Shipbuilding Division at Malaysia Shipyard Engineering (MSE), Penang Shipbuilding Corporation (PSC), and as an Adjunct Lecturer and Research Assistant for UTM. Currently, he is involved in RAPID Steam Cracker Complex (SCC) Project, Pengerang, Johor as a Construction Manager.
