SYNOPSIS
The talk aims to explain the Malaysia Civil Aviation Regulation (CAR) 2016, which was published in March 2016 and become effective in April 2016. The Regulations was published under the power of the Civil Aviation Act 1969. Under the Act the minister to make regulations. The Director General of Civil Aviation (DGCA) was given the power to publish and enforce standards in the form of Circulars, Information, Directives and Orders. There are several new regulations have been introduced such as the UAS “Unmanned Aircraft System”, which currently becomes hot topics of discussion due several cases of intrusion and invading people privacy. General publics may have lack of awareness on the Malaysia CAR 2016 and the relation between the Act and ICAO (International Civil Aviation Organization) SARPs (Standards and Recommended Practices). This lack of awareness causes several conspiracy theories. This talk will provide the insight of the Malaysia Civil Aviation Regulation 2016. The talk will cover Malaysia obligations as the ICAO signatory states, the development of Civil Aviation Act 1969, the power of the Act to make regulations, and the source of the regulations. The talk will also explain the associated documents used to comply with the Regulations.
BIODATA OF SPEAKER
Ir Abu Hanifah Haji Abdullah is an Associate Professor with the University of Kuala Lumpur (UniKL), Malaysia Institute of Aviation Technology (MIAT). He has 30 years aviation experience from aircraft design, certification, production, operation, maintenance, training and management of aircraft airworthiness. Prior to UniKL MIAT, he was an Assistant Director with the Airworthiness Sector of the Department of Civil Aviation (DCA), Malaysia. He has served the DCA for 13 years. In 2014, he was appointed by the Minister of Transport as one of the Inspector for the MH370 disappearance and the 9M-IGB helicopter crashed. He is still active in the industry, he is the CVE “Compliance Verification Engineer” for Centre for Aerospace Design Sdn Bhd, a company to provide design of repair and modification for aircraft. He is also one of the members in the team to develop Aerospace SMEs under the EPP8 Program administered by the SME Corps.
