SYNOPSIS

All submitting engineers need to register as Professional Engineers with a Practising Certificate, in order to submit engineering plans to the local building authorities in Malaysia, as stipulated in the Registration of Engineers Act 1967 (Revised 2015). In order to apply for a Practising Certificate, Professional Engineers must sit and pass the Professional Competency Examination (PCE) in his relevant branch of practice. The Professional Competency Examination (PCE) will be conducted by Board of Engineers Malaysia (BEM) pursuant to Section 38A of the Registration of Engineers Act 1967. (Revised 2015) The PCE will test the candidates’ knowledge, experience and application of the four (4) main aspects, which are the (1) regulations/rules of engineering practice by BEM, (2) statutory laws/codes/regulations, (3) standards of professionalism & ethical behaviour imposed by BEM and finally (4) the technical core competency in respective engineering discipline.

In implementing this, BEM had scheduled the first Professional Competency Examination to be held on 29th November 2016. The main objective of this mentoring session is to discuss and share on the information regarding the preparation for the above mentioned examination.  Key sharing such as the technical knowledge and industry experience relevant to the above mentioned PCE shall be further discussed in this mentoring session. The candidates that had registered to sit for the PCE and the professional engineers that plan to sit for the above mentioned exam in future, are encourage to attend the session and share their views or feedbacks regarding the preparation of PCE.

The mentors will cover Contract Laws, functions of the consulting engineer and Electrical Engineering (Fire Protection and Gas Distribution).


BIODATA OF MENTORS

Ir. Loo Chee Kin is a Senior Consultant with Global Risk Consultants (GRC) and before that he was a Senior Engineering Specialist with FM Global for some 12 years. He has more than 20 year engineering experience, from design to field work. He graduated from UMIST, Manchester, UK with a B.Eng in Electromechanical Systems Engineering and prior to that a Diploma in Electromechanical Systems Engineering from Kota Bharu Polytechnic in Kota Bharu, Malaysia. He is a P.Eng in Mechanical and Electrical Engineering and a Member of IEM. He is a Member of IMechE and IEE, and registered C.Eng. He is an active committee member in the IEM, the current Deputy Chairman of METD, Fire Advisory Board (FAB) as well as various Sub-Committees and Boards.

Ir. Chong Chew Fan; holds a Bachelor of Engineering (Hons) in Electrical and Electronics from Universiti Kebangsaan Malaysia. He is a Professional Engineer registered with Board of Engineers, Malaysia (BEM), Qualified Person with Suruhanjaya Perkhidmatan Air Negara (SPAN), Corporate Member of The Institution of Engineers, Malaysia (IEM) and certified GBI Facilitator with Green Building Index Sdn. Bhd. Ir. Chong has more than 10 years of working experience covering design, contract administration, project management and consultancy in electrical and instrumentation services. He has vast experience in infrastructure and building works including green building and sustainable designs, housing development, mixed development, office and commercial buildings, water and wastewater, highways and roads. Ir. Chong is also an active member in various Working Group on Green Technology and Energy Efficient and Conservations in SIRIM and CIDB. He is currently the Deputy Chairman of the Fire Advisory Board (FAB), IEM.
