Synopsis

Building a Safer Community from Kuala Lumpur Fire and Rescue Department Malaysia 4 E’s Perspective: Total Fire Cover Approach

Fire and Rescue Department of Malaysia, Kuala Lumpur are committed to provide  professional Fire and Rescue assistance to protect life, property and environment form fire or any other calamity  by optimum use of resources and technology. A comprehensive Total Fire Cover approach will reduce risk to people; property and environment from fire related Hazards. Application of 4E’s principle namely Engineering, Education, Enforcement and Emergency Response by Fire and Rescue Department Malaysia, Kuala Lumpur. The paper shall address a pragmatic and holistic approach of 4E’s principal, success stories experienced by Fire and Rescue Department Malaysia, Kuala Lumpur. The paper also include a systematic approach to Fire  Safety Management, highlight the salient features in the Uniform Building by laws 1984 and Fire Services Act 341 and inclusive of fire terminologies for the purpose of its application in Total Fire Cover. It a key part of managing the risks to make sure, our communities is prepare and they are parts of the plans. We want them to be the “Champions” and the “Ownership” of Total Fire Cover – A Safer Community.

Latest Amendment to UBBL 2012 -Active Fire Safety (Part VIII)

This presentation is to introduce the amendments to the Uniform Building By-Laws that has been enacted to cover the active fire safety requirements. This paper will focus on the engineering aspects of the building by-laws under Part VIII.

Active Fire Submission

The presentation is intended to emphasis on procedures for the building plans submitted for approval by the Kuala Lumpur Fire and Rescue Department.  Focus will be on the active fire protection systems as to minimize repetitive errors and to enhance compliance on fire requirements.  The department hopes that the approval of M & E plans can be approved in a short time period.

Passive Fire Submission

Biodata of Presenters

PKPjB Khirudin bin Drahman @ Hussaini

He is currently the Director of Fire and Rescue Department, Malaysia, Kuala Lumpur. He launched his career in the Fire and Rescue Department of Malaysia 26 years ago in 1989 as a station officer in Sibu, Sarawak. In the year 2000, Tn. Khirudin was appointed as the Commandant of the Fire and Rescue Academy in Kuala Kubu Bharu, Selangor. He has been holding various other senior positions in the Fire and Rescue Department before his current appointment as the Director of Fire and Rescue Department, Malaysia, Kuala Lumpur in the year 2011. He holds a Master of Science Degree in Emergency Response Planning from University Putra Malaysia. Tn. Khirudin is an active associate member of the Institution of Fire Engineers (UK) Malaysia and the President of The Institution of Master in Disaster and Emergency Management Malaysia, Malaysia since 2016. Advisor to FARA Asia (Malaysia).

He has attended various training abroad namely Hazardous Material (HAZMAT) in Sweden in 1994. Structural Fire Fighting Courses in Japan in 1997. In the year 2000 he participated in an exchange programme for Fire Officer with NSWRFS Sidney. Australia and in the same year he subsequently attended “Weapons of Mass Destruction Crisis Response and Consequence Management” course in USA. He has also attended a course in Fire Safety Engineering and Performance Based Codes in Australian Government Analytical Laboratories (AGAL) & Scientific Services Laboratory (SSL).

He also deliver papers in conferences. In year 2013, 20th September he deliver papers at 4th International Conference on Green Purchasing. Year 2014, 29th March speaker at FIABCI Asia Pacific Regional Secretariat Summit 2014, and also become a speaker at FIABCI 66th World Real Estate Congress 29th – 31st May 2015. He involved deeply in community engagement in Kuala Lumpur City, promoting a community participation and transforms the communities to be an “ownership” of Total Fire Cover with 4E’s application.

Ar. Chong Lee Siong APAM, MMIArbs, MIFireE

He graduated from Deakin University, Geelong in 1990.  He worked in Australia for three years where he developed his keen interest in the study of safety in buildings. Upon returning to Malaysia he contributed to the drafting of the proposed revisions to the UBBL and to the publication "Guide to Fire Protection Malaysia".  Ar. Chong has delivered numerous papers and seminars on the topic of Fire Safety for Jabatan Bomba dan Penyelamat Malaysia, Pertubuhan Akitek Malaysia and other organisations.

Ir. Wong See Foong FIEM FI Fire E P Eng

Ir. Wong graduated with a degree in Mechanical Engineering from the University of Malaya in 1974 and has been in the Engineering consultancy practice over the past 38 years. He is a professional engineer with Practicing Certificate and is presently a partner of MEP Engineering Sdn Bhd, a mechanical and electrical engineering consultancy practice.

Ir. Wong is presently the Immediate Past President of the Association of Consulting Engineers, Malaysia (ACEM) and represents the association on issues related to building regulations, fire safety and professional practice. He is currently the Advisor of the Fire Advisory Board (FAB), IEM.

PgKB l Nor Mahathir bin Muhamad

He graduated with a degree in Bachelor of Science in Human Resources Management from the University of Putra Malaysia (1997-2000) and has been in the practice over the past 10 years.

He is currently the Assistant Director of Fire Safety Division, Fire and Rescue Department Malaysia, Kuala Lumpur.

PgKB ll Nik Mohd Fadhil bin Salleh

He graduated with a degree in Bachelor of Science in Marine Biology from the University of Kebangsaan Malaysia in 2000 and has been in the practice over the past 7 years.

He is currently the Chief of Building Approval Branch for Fire Safety Division, Fire and Rescue Department Malaysia, Kuala Lumpur.
