SYNOPSIS

The Malaysian Government is committed to grow the country towards becoming a high-income nation. In this respect, the growth strategy considers both economic as well as technology aspects.  For the past many years since the 80s, Government Acquisitions have been the platform to undertake technology transfer and other Offsets programs when the nation purchase capital asset such as military aircraft, naval vessels and other defence systems. Although the early days of Offset programs is linked to defence purchases, the program has since expanded where it is now applied to non-defence purchases. Government commitment towards Offset programs was indisputable when Technology Depository Agency (TDA) Berhad was incorporated in 2015 by the Ministry of Finance after framework for the management of Offset programs undergone further refinement to systemize the leveraging of government purchases to maximize value for money hence, today known as Industry Collaboration Program (ICP). This Talk is intended to update IEM members the latest government initiatives on ICP and its implementation in non-defence purchases. Specifically, case study on ICP projects associated with the acquisition of 10 units of Electric Train Set (ETS) from China for Keretapi Tanah Melayu Berhad (KTMB) by the Ministry of Transport will be illustrated.


BIODATA OF SPEAKER

Mr Hasry Harun graduated with B.Eng. (Hons.) in Mechanical Engineering in 1997 from the University of Central England, Birmingham, United Kingdom.  He has more than 25 years working experience and currently Director of Industry Development & Advisory Division at TDA Berhad where he is responsible for the Rail Center of Excellence program through ICP (Industry Collaboration Program) to develop human capital for railway industry in Malaysia. Through this program, he identifies the talents that the industry needs and bring courseware & modules, training equipment through ICP. Prior to TDA, Mr Hasry was a Senior Project Manager at Malaysian Industry-Government Group for High Technology (MIGHT) from 2011 to 2014 and spent more than 18 years’ in Procurement Division of Proton Sdn Bhd.
