SYNOPSIS

The Hong Kong government has in recent years been implementing a massive programme of new infrastructure works comprising ten major projects, which were first unveiled in the 2007 – 2008 Policy Address. On a regional level, Hong Kong has been playing an important strategic role in the “Greater Pearl River Delta (GPRD) Integration” initiative which forms part of the 12th Provincial 5-Year plan (2011-2015). This initiative aims to strengthen regional ties between Hong Kong, Macau and other free trade zones in southern China. More recently, the Chinese government has begun to implement the “One Belt One Road” initiative, in which Hong Kong will also play a key role. The development of new infrastructure is therefore a crucial step toward improving intra and inter-city connectivity and is essential to ensuring Hong Kong’s sustainable long-term growth. To form an integral part of the regional development plan in the GPRD and will reshape the spatial pattern of economic activity in the region. A “golden tourism triangle” will be formed between Hong Kong, Macau and Zhuhai following the completion of the Hong Kong-Zhuhai-Macau Bridge. Some other infrastructure such as Tuen Mun-Chek Lap Kok Link, the Express Rail Link and the Expansion of the Hong Kong International Airport will also increase the connectivity with the emerging side of the PRD.

Moreover, locally, the infrastructure development has also focused on improving the accessibility among different districts within the city such as MTR’s Shatin-Central Link (SCL), Kwun Tong Line Extension and East Kowloon Line, and an integrated road network that connect east Kowloon and west Kowloon which consists of the Central Kowloon Route, Trunk Road T2 and the Tseung Kwan O – Lam Tin Tunnel. This talk would give an overview of Hong Kong recent infrastructure development, with highlights and insights of some key projects.


BIODATA OF SPEAKER

Ms Eva Kong graduated from The University of Hong Kong with a degree in Civil & Structural Engineering in 1998. She further obtained a Master of Science degree in Civil Engineering in 2001 and a Master of Business and Administration from the University of Manchester in 2007. She is a Risk Management Professional recognized by the Project Management Institute (PMI-RMP). Eva is the Construction Manager for Leighton Contractors (Asia) Ltd. He has served the construction industry in both Hong Kong and United Kingdom in the capacity as Consultant and Contractors for the past 18 years. She also worked as Bid Manager and successfully secured major Public Private Partnership (PPP) infrastructure projects with concession of 25 to 30 years in the United Kingdom. Eva is a CEng MICE and Corporate Member of HKIE. She is very active in both ICE in Hong Kong and HKIE. She is Chairman of ICE Hong Kong since June 2015.

Mr. Trevor Chung graduated in 2002 from Hong Kong University of Science and Technology with a Bachelor of Engineering in Civil and Structural Engineering and obtained the Master of Philosophy in Civil Engineering from the same university in 2004. Trevor has served the construction industry in Hong Kong, China and UAE and Bahrain for the last 12 years. He has been involved in project management and civil engineering design and construction of some significant multi-disciplinary infrastructure projects in both Hong Kong and Middle East including Liantang /Heung Yuen Wai Boundary Control Point Site Formation and Infrastructural Works, Tseung Kwan O - Lam Tin Tunnel and Burj Khalifa, Down Town Dubai Development. He has experience in post-tensioned concrete viaducts, footbridges, civil, structural and buildings, cable- stayed bridges, immersed tube tunnels and TBM tunnels. He is a corporate member of both The Institution of Civil Engineers (CEng MICE) and Hong Kong Institution of Engineers.
