SYNOPSIS
The government machinery, comprising about 1400 government departments, statutory bodies and agencies, and 1700 government linked companies is the beneficiary of the annual federal budget of about RM260 billion. The National Audit Department (NAD), as the supreme audit institution in the country is responsible for auditing these entities to promote transparency, accountability and good governance. Since 2013, this report is published in three series and there are more than 100 documents for each year.
This report contains information about the public sector entities that are difficult to find elsewhere. Unfortunately, this voluminous report is used mainly on a piecemeal basis to highlight the sensational parts of the report each time it is published. For management and strategic purposes, where there are many systemic and endemic issues that need to be addressed, the report is underutilized or ignored. The challenge is to transform the AG's report into a dynamic online resource so that it can be used by a wide spectrum of users. Understanding the government machinery would be useful for civil servants and those doing business with the government alike.
This talk will focus on a web service initiated by the speaker to make the AG’s Report more accessible, integrated and usable. The emphasis will be on the activities and management audits where the public wants value for money. The objective of the web service, the motivations, the content model, the information architecture, the technology used, the innovations and various other features will be discussed. BIODATA OF SPEAKER
Mr. KK Aw (MIEM), graduated in Mechanical Engineering from University of Malaya in 1973. His early career was in the tin mining industry where he worked in design and project engineering and management. Since 1986, he has been involved in software development and has undertaken applications for rail track design, energy cable manufacturer, digital mapping, legal opinions, safety audit, plant genetic resource conservation, water information repository and Integrated Water Resource Management. His current interest is in managing strategic information to address societal problems.
