SYNOPSIS

When physically executing the project on the ground, a contractor is engaged to perform the works. The tool being used to govern the actions of both the works contractor and the client is the contract. The contract contains the three primary elements of project management which is the contract deliverable, the completion date and the cost to complete the deliverables. However, a poorly drafted contract or a poorly executed or managed contract can be disastrous, resulting to cost or schedule over-runs.

The objective of the talk by the panel of three project management practitioners is to share some of the experiences they have encountered during their career in being involved in various capacities of projects particularly where and how contract management has served to contribute to project success and also where less than favourable outcome has become a lessons learnt.

Ir. Faizal A. Sanusi shall share some of his experiences on some of the key sections of an engineering or construction type contract that has proven useful to him in managing a contractor and how such sections should be drafted and administrated upon contract award. He will touch on topics such as sufficiency of technical documents, schedule controlling and documentation in the context of contracts management.

Ir. Retna Kumar will discuss how contracting strategy and contract plan play an important part in contract execution. He will share some of his experiences in client-contractor relationship as well as discuss elements of contract administration including the soft and hard skills approaches. In addition he will cover lessons learned in the management of contracts related to the oil and gas industry.

Ir. Vincent Wong will discuss project delivery, design documentation and contract administration from the perspective of the consulting engineer. He will also discuss a communication tool between the contractors and engineers. This tool can effectively increase productivity and reduce cost and time in managing the contract.


BIODATA OF SPEAKERS

Ir. Faizal Abdullah Sanusi is currently the Advisor of the Project Management Technical Division in IEM after serving this committee for the past 8 years, including as its Chairman.

His engineering and project management experience spans across the oil & gas and building industry since he began his career 30 years ago. Some of his notable career highlights as follows:
    Project Advisor and Project Services Manager for Oil & Gas Exploration & Production MNCs
    Project Services Division Head for a local Offshore Oil & Gas Service Provider
    Project Manager for the Malaysian Securities Commission 4 star intelligent building project
    Director of a local Facilities Management company overseeing Oil & Gas O&M projects


Ir. Retnakumar is currently a committee member of the Project Management Technical Division of IEM. He  has over thirty three years oil and gas project management experience with a major international oil corporation involving development planning, project services and controls, engineering, fabrication, hook-up & commissioning and offshore retrofit for major oil and gas development projects. He has led the contracts planning and administration of major construction and hookup/commissioning projects of several manned and satellite oil and gas platforms including major offshore Brownfield (retrofit) projects.


Ir. Vincent Wong is currently the Vice President of the Project Management Technical Division in IEM.  He obtained his Bachelor of Engineering (Civil) and Masters of Science from University Putra Malaysia. Prior to finalising his Masters Course Work in 2002, he joined SSP Geotechnics Sdn Bhd as a Geotechnical Engineer.  He was involved in the design of highways, reclamations, soft ground treatment, hilly site development, pile foundation resolutions, marine geotechnical works, electrified double track train projects, dam projects, and SMART tunnel projects.  In 2005, he joined Wan Asia Corporation Sdn Bhd as a Project Director, involved in the development of hotels, commercial buildings, and housing projects. His passion for engineering and business drove him to start Hacent Consultant in 2006.  The business grew and in 2007, formed an association with Zone Architectural Engineering Consultancy, U.A.E.  This enabled Hacent Consultant to handle projects in United Arab Emirates, i.e. Abu Dhabi, Dubai & Ras Al Khamiah and Central Asia, i.e.Turkmenistan. Most of the Oversea Projects undertake by Hacent between year 2007 to 2015 are high-rise building, Sea shore line protection works, Jetty Development,  Mega Structural & etc.
