SYNOPSIS

In Malaysia, independent power producers (IPPs) are obligated to supply power according to respective Power Purchase Agreements (PPAs) that determined the output and heat rate over the PPA period. So, is there any need for innovation that can increase competitiveness in the Malaysian Power Generation industry when deliverables are already pre-determined and fixed for a long term duration?

Today’s power generation market in Malaysia has evolved into a competitive market. In the beginning, there was no competition. The market was monopolised by a single utility. A nationwide blackout in 1993 triggered the introduction of IPPs into the market. The market was transformed into an oligopoly market dominated by a few companies. These pioneering IPPs were awarded with IPP concessions without open tender. In recent times, the Malaysian government decided to strengthen governance in the power generation industry and introduce open competition. With gradual removal of gas subsidies and the exposure on coal price in the open market, open tenders will create competition that will eventually drive down electricity tariffs to the consumers.

So, where does sustainable innovation fits into the power generation market today in Malaysia?


BIODATA OF SPEAKER

Rosman Hamzah has more than 20 years of experience in the Power Generation industry in Malaysia. He has been directly involved in the entire cycle of a power project; right from development, sale, engineering, procurement, construction, commission and service. He began his career as an electrical engineer and later led and managed activities in several large turnkey combined-cycle power plant projects in the South East Asia, exceeding a combined total of 3,500MW. In 2004, he decided to transform his career into sales and business development. Firstly, developing international business for a local service company and eventually developing new business opportunities for Alstom in Malaysia with focus on Clean Power and environment friendly power generation solutions. His involvement in developing local power projects provided him with in-depth insight into the power generation market. Rosman obtained an MBA from the University of Nottingham in the year 2014, and graduated with a BEng in Electrical and Electronics Engineering from the University of Bath in the year 1990. He also sits in the Industry Advisory Panel at Universiti Tenaga Nasional.
