Introduction OSC 3.0
Model OSC 3.0 was introduced in 2014 in order to facilitate construction permits in Peninsular Malaysia. In 2007, the OSC Model has been approved to enhance the effectiveness of the development approval process by local authorities and external technical agency. The difference between OSC 3.0 and the previous model is that 3.0 includes application plan approval until the building / premises can be occupied and CCC certificates obtained. OSC 3.0 will be used in all 98 localities (local authorities and external technical agencies) throughout Malaysia from June 2014.

Dato’ Dr. Ir. Seo (Andy) Kian Haw Graduated in Production Engineering from the University of Hertfordshire, UK. Subsequently obtained a Master in Business Administration majoring in General Management from the University of Hull, UK, a Honorary Fellow of the Association of ASEAN Fellow Engineers Organization. He is Registered Professional Engineer in Mechanical Engineering and an ASEAN Chartered Professional Engineer, Fellow of the Institute of Engineers Malaysia, a Fellow of the Institution of Engineering and Technology, UK and a member of the Malaysian Institute of Management. Serves as a Member of the Selangor Business Council; Member of the National Skill Development Council; Chairman of the Consultation Panel for Manufacturing Sector, Malaysia Productivity Corporation; Board of Directors of the German Malaysian Institute; Committee Member of the Malaysian Finnish Business Council; Director of the EU-Malaysia Chamber of Commerce and Industry;
Puan Aminah Abdul Rahman Graduated with BA (Architectural Studies) from Kent State University, the United States of America. Currently working as the Director Research and Technical Law, Ministry of Urban Wellbeing, House and Local Government. Malaysian delegate in international exhibition to present about Malaysian construction industry. An active member of Focus Group Dealing with Construction Permits.
Ir. Bashir Ahamed Maideen (MIEM, PEng) Graduated with B.Eng (Hon), 1989, Civil Engineering UTM from Universiti Teknologi Malaysia. Managing Director and CEO at Nadi Era Consult Sdn Bhd. More than 23 years of experience in construction industry. One of his biggest achievement is constructing Bank Simpanan Nasional headquarter at Jalan Ampang. An active member of Focus Group Dealing with Construction Permits.
Pn. Nor Fajariah Sulaiman Head of the OSC Department DBKL. She is the deputy director of town planning. She has experience in dealing with the OSC in Kuala Lumpur City Hall. Graduated from University Teknologi Mara is also an active member FGDCP who have presented papers in workshops dealing with construction permits.
Ar. Ezumi Harzani Ismail He is a Director in the firm Architect MAA. He often represents professionals in various programs organized by the government and private sectors such as APEC Workshop in Reforming Regulatory System in Building Construction in 2010 as a facilitator Ar Ezumi FGDCP now actively highlighted the concept of Self-Regulation Architects with MPC.
