SYNOPSIS

Malaysia's Electricity Supply Act 1990, a linchpin of the nation's electricity sector, mandates licensing and underscores support for renewable energy initiatives. This concise overview intertwines these regulatory aspects with the government's contemporary energy initiatives, particularly the National Energy Policy and the National Energy Transition Roadmap (NETR). Licensing requirements harmonize with the NETR's vision, ensuring a skilled workforce for sustainable energy projects. The Act's provisions not only cater to general electricity supply but also extend to specific license requirements for various renewable energy ventures, including solar plants. The Act delineates the criteria and qualifications necessary for licensing, aligning with the government's drive towards increased adoption of greener energy sources. In addition to renewable energy, the Act addresses the evolving landscape of the energy sector by incorporating licensing requirements for Electrical Vehicle Charging Systems (EVCS). As Malaysia embraces the future of sustainable transportation, technical personnel involved in the planning, installation, and maintenance of EVCS are subject to specific qualifications outlined in the Act. This comprehensive overview navigates through the intricate regulatory framework, encompassing licensing for technical personnel engaged in conventional and renewable energy, with specific attention to solar plants and EVCS.


BIODATA OF SPEAKER

Mohd Yusrul Yusof is a seasoned professional with a Bachelor of Electrical Engineering (Hons) from the University Malaya. Over the past 14 years at Suruhanjaya Tenaga (Energy Commission), he has excelled in various capacities, currently serving as Deputy Director in the Electrical License Unit at Putrajaya Federal Territory, Malaysia. His diverse roles include leadership in Strategic and Policy Development, System Operations, and Regional Office Director, showcasing a comprehensive understanding of the energy sector. Mohd Yusrul Yusof has been instrumental in ensuring regulatory compliance, overseeing licensing activities, and promoting electrical safety. His current roles have included:

•   Shaped and evaluate licensing policies, criteria, and regulations for supply activities at Suruhanjaya Tenaga.
•   Development and assessment of comprehensive licensing requirements.
•   Monitored the operations of diverse license holders, ensuring efficient, economical, and safe practices.
•   Undertook in-depth analyses of financial and technical aspects of license applications, ensuring their viability and subsequent issuance.
•   Implement rigorous financial and technical audits on licensee activities, ensuring strict adherence to recommendations.
•   Monitored, examined, and compared licensee performance, benchmarking against their respective licensed activities.
