SYNOPSIS

Energy efficiency initiatives in Malaysia, from regulatory, policy, and promotional perspectives, have evolved significantly over the years. In 2008, Malaysia initiated the Efficient Management of Electrical Energy Regulations (EMEER), establishing a regulatory foundation for energy efficiency. Following this, in 2013, the country introduced Minimum Energy Performance Standards (MEPS) along with labeling requirements for domestic appliances.

The National Energy Efficiency Action Plan (NEEAP) for the period 2016-2025 marked a pivotal moment in the nation's energy efficiency journey. NEEAP strategically harnessed existing regulations and policies to reduce the demand for electrical energy. NEEAP 2.0 2026-2035 currently being developed. To further boost energy efficiency efforts in industrial and commercial sectors, the Energy Audit Conditional Grant (EACG) program was implemented as part of the 11th Malaysia Plan from 2016 to 2020 and 12th Malaysian Plan 2021-2025.

Simultaneously, recognizing the crucial role of buildings in curbing energy demand, the government launched the Building Energy Intensity labeling program for government buildings. This program underscores the significance of energy efficiency in the construction sector. These above initiatives will be substituted with the Energy Efficiency and Conservation Act (EECA) which will include both the Electricity and Thermal Energy in all sectors of the Demand Side. The EECA will be the way forward for Energy Efficiency in Malaysia charting a new reduction target that will assist in the achieving the Carbon Neutrality target in 2050.


BIODATA OF SPEAKER

Ir. Ts. Zulkiflee Umar

Ir. Ts Zulkiflee Umar currently the Deputy Director of Energy Efficiency & Conservation, Department of Industry Operation, Energy Commission Malaysia. Graduated in Bachelor of Mechanical Engineering (Hons.) from University of Wollongong, NSW, Australia, He began his career with Energy Commission Malaysia in 2005 in the Legal Department performing enforcement tasks under the Electricity Supply Act 1990 and Gas Supply Act 1993. Shift to the Department of Gas Development and Regulation of Energy Commission Malaysia in 2008 performing tasks related to the safety of gas installations.

In 2012, appointed as the Deputy Director of Energy Efficiency &Conservation performing the following duties and responsibilities:

• Enforcement and promotion of the Efficient Management of Electrical Energy Regulations
  (EMEER) 2008.
• Minimum Energy Performance Standards (MEPS) Requirements for domestic and industrial
  appliances.
• Registration of Registered Electrical Energy Manager (REEM) and Energy Service Companies
  (ESCO)
• Promotion of Energy Audit and Retrofit and Energy Performance Contracting (EPC).
• Energy Efficiency Project and Financing activities.
• National Energy Efficiency Action Plan (2016-2025) and 2026-2035.
• Energy Efficiency and Conservation activities in Malaysia.
• Building Energy Labelling program for Government Buildings.
• Energy Efficiency and Conservation Act.
