SYNOPSIS

The post-pandemic period has witnessed a significant exacerbation of traffic congestion in Malaysia. In response to the urgent need for effective measures to mitigate traffic congestion, the Minister of Transport has entrusted the Malaysian Institute of Road Safety Research (MIROS) with the responsibility of creating a comprehensive guideline for implementing the Tidal Flow Lane System (TFL). In developing the guideline, MIROS had to study the existing and proposed TFL in order to suit the guideline. This presentation shall share the guideline and some challenges in implementing the TFL on existing congested roads."


SPEAKER BIODATA

Assoc. Lt. Col. (CD) Ir. Ts. Dr. Muhammad Marizwan Bin Hj. Abdul Manan is a registered, practicing Professional Engineer in Malaysia (BEM) and also a Professional Technologies (MBOT). He has a Bachelor of Science in Civil Engineering (B.Sc.) from Arizona State University, USA; a Masters (M.Sc.) in Highway and Transportation from University Putra Malaysia in 2005; an Advanced Diploma in Road Traffic Safety; and a Ph.D. in Engineering from Lund University, Sweden, in 2014. He has a vast experience of more than 7 years in road planning, design, and construction from his previous career as a civil engineer in established consultancy firms in Malaysia.

Currently, he is the Director of the Road Safety Engineering and Environment Research Center (REER) in the Malaysian Institute of Road Safety Research (MIROS) 2019. He also pioneered the establishment of MIROS administration, operation, and research activity in 2007, and since then he has been involved in the field of road design and road safety research for more than 12 years, focusing on research projects related to motorcycle safety and ITS application development.

He has also led countless road safety audits and inspections for various government and non-government agencies. He has also published eight high-impact research articles on motorcycle safety, numerous international and local research articles on vulnerable road users, and several appearances in the mass media. In contributing to the nation, he was elected by the government to be a lab member for the National Key Result Area (NKRA) for Urban Public Transport, and he has also co-developed the nation's first Geometric Guidelines for Exclusive Motorcycle Lane with the Ministry of Works under the Road Division of the Department of Road Works (JKR) Malaysia.

He is also a part-time master's lecturer at University Putra Malaysia (UPM) on the subject of Advance Transportation Engineering for Highway and Traffic Engineering Master course since 2020, and also an adjunct professor at Universiti Teknologi Malaysia (UTM), Joho Bahru. Internationally, he is also a renowned speaker in road safety, speaking at various international events such as the Road Safety Forum (W.P.1) in Geneva, Switzerland (2015, 2018, and 2021), the College of Traffic Management (CTM), the Institute of Road Traffic Education, India (2010, 2016, and 2017), the Road Engineering Association of Asia and Australasia (REAAA) Council Meeting in Taiwan (2019), and many more.
