SYNOPSIS

It is time for change.  The rate at which the construction workers killed in construction incidents is still high.  In 2017, the fatality rate is 14.6 per 100,000 workers and it is 10 times greater than in the UK.  This figure does not include incidents resulted in serious injuries and deaths from work-related disease and ill-health.  We all agree that incidents often leave lifetime legacy of pain, sadness and suffering.  Therefore, we cannot go on as we are.

Much work is already under way to bring about change.  When DOSH published the Guidelines for Occupational Safety and Health in Construction Industry (Management) or OSHCIM Guidelines in 2017, we have set ourselves a very challenging target to make its recommendations mandatory.  The OSHCIM Guidelines is the Malaysia’s version of the Approved Code of Practice for Construction Design and Management (CDM) Regulations of the UK.

The DOSH is developing regulations that mirrors CDM regulations, which will effectively will make the recommendations of OSHCIM mandatory, whilst at the same time replace the BOWECS regulations.  The proposed regulations will give duties to clients, designers and contractors to manage construction OSH risks.  

The seminar provides an opportunity for us to take stock of the proposal, support this change process and also offers an opportunity to see how government and industry professional can work together to deliver the ultimate target of preventing death, injury and ill-health to those at work and those affected by work


Biodata of Speakers

1.    Tan Sri (Dr) Ir. Jamilus Hussein received Doctor of Philosophy (Engineering Technology) from Universiti Tun Hussein Onn Malaysia and Doctor of Philosophy (Technology Management) (Honoris Causa) from Universiti Utara Malaysia in 2010.  Tan Sri also graduated from SUNY Buffalo USA and University of Strathclyde Unted Kingdom in MSc. (Geotechnical) and BSc. (Hons.) in Civil Engineering, respectively.  Tan Sri has well over 50 years of experience in the design, construction and management of building and infrastructure projects.

2.    Ir. Hj. Omar Bin Mat Piah is currently the Director General of Department of Occupational Safety and Health.
