SYNOPSIS

The Bill of Quantities (BQ) is an essential part of a Project and is the agreed statement of the prices which will be paid for work done by the Contractor for the Client. In Malaysia, several standard methods of measurement (SMM) are used ranging from CESMM4 (ICE-UK), NRM2 (RICS-UK) and SMM2 by the Royal Institution of Surveyors, Malaysia (RISM). The Construction Industry Development Board (CIDB) of Malaysia has in August 2018 launched MyCESMM2 which aim to standardize the SMM for civil engineering projects in Malaysia. The respective Malaysian Standard (MS) for MyCESMM2 is planned to be launched in the 2nd half of 2018.

The newly launch MyCESMM2 (2018) replaces MyCESMM (2011) and it covers a wide range of civil engineering works. It is expected to contribute towards delivering cost effective civil engineering projects through the adop-tion of best practices in the preparation of the bill of quantities (BQ). The implementation of MyCESMM2 would eliminate discrepancies and ambiguities in the BQ, facilitate better understanding of the nature of work to be done and thus reduce potential claims and dispute during the construction stage.  

A Guide to MyCESMM2 provides detailed technical clarifications on work items found in MyCESMM2 while the MyCESMM2 Library of Standard BQ Description readily in MS Excel format provides comprehensive options of list of description of work items to facilities users of MyCESMM2 in the preparation of BQs.


BIODATA OF SPEAKER

Ir. Hj. Shahul Ikram bin Hj. Adnan is currently a Director of Railplan Consultants Sdn. Bhd., a civil and structural engi-neering consultants based in Bandar Baru Bangi, Selangor. He holds a Bachelor of Science in Civil Engineering from University of Nebraska, USA and an MBA (Construction Business) from International Islamic University, Malaysia. He is registered as a Professional Engineer with the Board of Engineers, Malaysia. Has served in the construction industry for the last 31 years and the most recent 10 years, in a project management and contract administration environ-ment managing sewerage sector developments namely Jelutong Sewage Treatment Plant and Pantai 2 Sewage Treatment Plant. He is also a CIDB’s certified MyCESMM2 Trainer.

Ir. Gunasagaran Kristnan, graduated from The University of Michigan, Ann Arbor, Michigan USA with a Bachelor of Science in Engineering (Civil Engineering) on 27 April 1984. He obtain the Professional Engineer status in 1990. He is also a member of The Institution of Engineers, Malaysia and was conferred with Honorary Fellow of AFEO (ASEAN Federation of Engineering) Organisation. He is also an active IEM member for 33 years and have engaged in organiz-ing and leading activities. Recently, he has been one of the Certified IBS trainer and a Certified MyCESMM2 trainer by CIDB. He involved with the Working Group committee member of CIDB on the conversion of MyCESMM2 to MS civil engineering standard of measurement. He is also involves in KKPT focus group member on Construction permits and a Working Group member of the CIDB form of contract for Minor works. His expertise is in civil construction work mainly on building, factory, resistance retaining wall and structural design works. His special interest is in civil engineering contract, adjudication and arbitration, geotechnical, pavement and transportation on IBS subject.

Ir. Ho Kin Wing, BEng MSc CEng PEng MIEM MIStructE FCIArb holds a Bachelor’s of Engineering degree in Civil Engi-neering and a Master of Science in Construction Law and Arbitration. Ir. Ho started his career as a Structural Engi-neer in the late 80s in London, UK where he obtained his degrees and chartered engineer qualification. Since then he has worked in Malaysia as well as in a number of other Asian countries and in Europe, with projects in Africa, Asia, Europe and the Middle East. Projects that he has been involved in includes commercial and industrial buildings and plants, high rise residential developments, waste water treatment plants, integrated transportation hub and railway stations, river, railway and road bridges, off-shore platforms, sub-sea pipelines, floating, storage and offloading ves-sels, on-shore crude oil and gas processing facilities, LNG and petrochemical processing plants. Ir. Ho became a Char-tered Engineer in the UK in 1994 and a Professional Engineer in Malaysia since 1999. He has been a corporate member of the Institute of Structural Engineers UK since 1993 and a corporate member of the Institution of Engi-neers Malaysia and the Chartered Institute of Arbitrators since 1999. Ir. Ho is on the panel of Arbitrators, Adjudica-tors and Mediators with the Kuala Lumpur Regional Centre for Arbitration and was accredited as a mediator by the Construction Industry Development Board, Malaysia. He is a committee member of the IEM Subcommittee on Dis-pute Avoidance and Resolution Practice and Subcommittee of Engineering Contracts and was the Honorary Secretary of the Society of Construction Law Malaysia and Deputy Chairman of the Chartered Institute Arbitrators Malaysia Branch.
