SYNOPSIS
For last ten years, Building Owners have been increasingly common to engage Building Inspectors to perform independent audit & inspection activities to their buildings. Total building inspection can be a wide scope of work including issues on architectural, structural, mechanical, electrical, security and various aspects of a building. There are many reasons for such engagement ranging from intent to upgrade the building, due-diligent check prior to purchase, or identification of visible & latent defects. The last reason is the commonest of all. Total Building Inspection can be led by an Architect with support from Engineers, Quantity Surveyor, Contract & Legal advisor, etc. Whereas, audit on M&E system often can be carried out by a group of engineers alone, often led by senior members of IEM. The speaker has been supporting Architects in many building audit exercises, or leading a group of engineers for the audit & inspection of M&E system. He has carried out many such audit exercises for last 10 years.
Building Owners are willingly to pay for Engineers to carry out building audit so that they can know the status quo of their building. As long as the audit result bring value to the Owners, building audit & inspection service is high in demand. In this session, the Speaker wants to share many of his experience with case studies on successful audit activities and report presentation. He shall focus at audit on M&E systems only but shall define the overall purpose of building audit, the appropriate approach, pitfalls, equipment & skills required, and not the least, report writing format. He shall share his real life experience in site inspection, challenges to overcome physical & psychological barriers and complexity of preparing report. His experience is very useful for senior IEM members who want to take up building audit as core activities, as well as for design engineers to enhance their knowledge by highlighting some mismatch examples between design concept against actual construction & operation.
BIODATA OF SPEAKER
Ir. PS Soong P Eng, MIEM, MASHRAE, CPMP, GBIF GBI Commissioning Specialist
Ir. Soong Peng Soon graduated from University of Malaya in year 1984 and has more than 34 years in the design, manufacturing, construction, testing, operation & maintenance of HVAC system & M&E components. He is highly regarded for his wide hands-on experience from design, start-up to operation of many prestigious projects. He is an ASHRAE certified Commissioning Process Management Professional and a GBI certified Commissioning Specialist (CxS), currently verifying performance of many green or high performance buildings including several iconic projects. His contribution in successful evaluation of building performance with exceptional analytical instrument, skills & technique has defined his leading role in this field. For last 10 years, he has been a senior building auditor for Architect Centre, a subsidiary of PAM and leading professional body in providing independent building system audit to the industry. Report or result of his audit activities are very useful to Building Owners in performance upgrading, dispute resolution with contractors, arbitration or even in court case.
