Synopsis

Ekovest’s Setiawangsa-Pantai Expressway is a highway infrastructure project, which referred to the Envision system during its feasibility stage.  Envision is a sustainable infrastructure rating system jointly collaborated between the Zofnass Program for Sustainable Infrastructure at the Harvard University Graduate School of Design (Zofnass Program) and the Institute for Sustainable Infrastructure (ISI).  Accordingly, a report was prepared by Professor Pollalis, being a Director of the Zofnass Program.  SPE is subsequently rated adopting the Civil Engineering Environmental Quality Assessment + Award Scheme (CEEQUAL).  CEEQUAL is an international evidence-based sustainability assessment, rating and awards scheme established following work promoted by the Institution of Civil Engineers (ICE).  CEEQUAL is incorporated for the SPE at its design stage.  The SPE is built predominantly on government lands and above council roads in order to alleviate any disruption on existing land uses.  It evolves the concept of a highway connector that facilitates an alternative route / shortcut traversing through the vibrant city of Kuala Lumpur.  The respective destinations’ alternative routes would reduce travelling time, alleviate congestions, which result in fuel savings and corresponding reduction in carbon emissions.

The talk will enlighten participants on the various aspects of urban engineering development.  This would include discussions in the identification of the adopted route alignment, engineering design and construction challenges, initiatives adopted on environmental impact measures, corresponding beneficial impacts and notable green elements prevailing, towards attributes of a Green City.

Urban planning perspective in traffic alleviation is discussed in which the SPE together with Duta–Ulu Kelang Expressway, Phase 1 (DUKE 1) and Duta–Ulu Kelang Expressway, Phase 2 (DUKE 2) highways are inter-phased with SPRINT highway.  The SPE is earlier identified as DUKE 3, arising from its interconnectivities with DUKEs 1 + 2.  This urban traffic planning holistic integration enables the creation of a KL City Bypass for motorists to bypass congested city roads.  The various SPE’s urban project management challenges are highlighted in the management and diversion of existing infrastructure services as well as in the coordination with other in-progress / forthcoming new infrastructure services.


Biodata of Speaker 1 - Tan Sri Datuk Seri Lim Keng Cheng (Tan Sri KC Lim)

Tan Sri Datuk Seri Lim Keng Cheng is the Managing Director of Ekovest Berhad.  Tan Sri KC Lim’s wealth of experience comprises more than 33 years in diversified sectors encompassing building, civil, design and build turnkey construction projects, machinery trading and property development initiatives.  Todate, the various current and completed notable large-scale infrastructures, major purpose-built institutions and developments that are led by Tan Sri KC Lim include:

(1) Infrastructure works at Felda Sahabat, Sabah involving land areas of approximately twice the size of Singapore
(2) Labuan Financial Park construction, being a world-class offshore financial haven
(3) Design and Build projects involving Universiti Malaysia Sabah and Universiti Tun Hussein Onn at Batu Pahat, Johor.  These two (2) esteemed tertiary institutions were timely completed in spite of challenges pertaining to technical and social matters
(4) Design and Build of the Iskandar Coastal Highway, a high profile infrastructure project at Iskandar Malaysia, Johor
(5) Tan Sri KC Lim’s vast experience in infrastructure projects has led to the timely culmination of DUKE’s series of expressways namely, DUKEs 1 + 2.  Tan Sri KC Lim was instrumental in the supplemental concession agreement involving the development of DUKE’s extension into a network of interconnecting expressways. Thus, this naturally led to the acronym DUKE 3 (DUKE, Phase 3) mooted for the current appropriately identified, Setiawangsa–Pantai Expressway which is under construction
(6) Ekovest’s driving force is Tan Sri KC Lim where the former is the Project Delivery Partner for the River of Life project.  Tan Sri KC Lim is also a strong advocate of the government’s effort for Greater Kuala Lumpur to be the country's engine of growth.
(7) In addition, Tan Sri KC Lim was previously involved as an Executive Director with Iskandar Waterfront City Berhad (a public listed investment holding company with its principal activities in property development, construction and property management services) as well as an Executive Director cum Chief Executive Officer of Knusford Berhad (a public listed company principally engaged in machinery trading)
(8) Tan Sri KC Lim also holds directorship in several private limited companies which includes amongst others, Iskandar Waterfront Holdings Sdn     Bhd

Biodata of Speaker 2 - Encik Zakaria Shaffie (En. Zakaria)

Encik Zakaria bin Shaffie is the Project Director for Setiawangsa–Pantai Expressway as well as for DUKE 2.  En. Zakaria is involved in all aspects of implementation and construction of both expressways.  He was previously a Director with Konsortium Lebuhraya Utara-Timur (KL) Sdn Bhd where he oversaw all operational matters of DUKE 1.  En. Zakaria’s experience todate includes more than 20 years in the highway industry.
Prior to Ekovest, En. Zakaria senior roles included being the General Manager (Traffic Safety Division) and as the Regional Manager (Operations Division) (1998 - 2010) for Projek Lebuhraya Usahasama Berhad (PLUS Berhad).  In the former role as the General Manager (Traffic Safety Division), En. Zakaria was responsible for planning, developing and monitoring the implementation of Traffic Management and Safety Strategies in accordance with the company’s vision.  His role also included establishing and implementation of plans, programmes and measures to improve and ensure safety as well as quality service levels of the company’s expressways.

En. Zakaria attained his Bachelor Degree in Civil Engineering from University of Hartford, Ct. USA in 1987.  His earlier years’ of working experience were with Kuala Lumpur City Hall (Dewan Bandaraya Kuala Lumpur) upon attaining his Diploma in 1981.
