SYNOPSIS

Since the formation of ASEAN Federation of Engineering Organisations (AFEO) in 1973, the AFEO Board on 25th Nov 1996 established a Working Group (WG) to share information on the education systems, engineering curriculum, recognition of degrees and qualifications, accreditation of qualifications and requirements for achieving professional engineer status of each ASEAN Institutions. This led to the formation of the ASEAN Engineers Register (AER), initially by IEM in 1999 with fifty members. The paper then discussed the objectives and benefits of being on the Register together with the activities and challenges on the mobility of engineers will be discussed.

The talk elaborates on International agreements for degree accreditations and recognition of engineering competency such as Washington Accords, APEC Engineers, IEA, EUR ING, etc. which had been set up to facilitate an international recognition and acceptance of cross border engineering services.

Ir. Ellias will present on the current status of the register and activities towards encouraging mobility of professionals and engineering services within ASEAN and challenges on how ASEAN Engineers can work together and also to export their expertise internationally.  


About the Speaker

Ir.  Ellias Saidin graduated from the University of Tasmania in March 1980 with a Bachelors Degree in Civil Engineering. He obtained a Masters in Environmental Engineering from University Putra Malaysia (UPM) in 2009. He was a Colombo Plan Scholar at University of Tasmania.

He worked with Consultant Engineering firms since 1980 and a project engineer with the Housing Development Department Brunei in 1987. In 1991 Ir Ellias formed Perunding Ikatan, a consultant engineering firm and he is a principal of the firm.

Ir Ellias is a Professional Engineer (PEPC), Fellow IEM, ASEAN Eng, APEC Eng, Int P.Eng, ACPE, Hon ASEAN Eng,. He is currently a Vice President and Executive Committee member of The Institution of Engineers Malaysia. He has been appointed as Head Commissioner, ASEAN Engineers Register for 2016-2018. He has served in the Council IEM for 2012-2015 sessions. He also sits on the Standing Committee for Professional Practice and Standing Committee for Corporate Affairs. He was Chairman of Water Resource Technical Division at IEM. Ir Ellias attended and presented papers at the Annual ASEAN Engineers Conferences; CAFEO 25 (Cebu), CAFEO26 (Thailand), CAFEO 28 (Hanoi), CAFEO29 (Brunei), CAFEO30 (Phnom Penh), CAFEO32 (Yangon).
