1. In accordance with Article 5.5 of the IEM Constitution the Council at its 447th meeting held on 21 July 2025 had appointed me to be the Election Officer responsible for the proper conduct of the election to fill Council vacancies for Council Session 2026/2027. The Council has agreed that the election will again be conducted using the IEM Election Online System.
2. At the 448th Council Meeting held on 22 October 2025, the Council also approved e-nomination as an alternative submission method. During this transition period, both submission methods will be accepted:
- hard-copy Nomination Form;
- e-nomination.
3. The following Council vacancies will arise for the session 2026/2027 as a result of Council Members retiring at the end of Council session 2025/2026:

4. Article V of the Constitution and Section V of the Bylaws give details of the composition, office tenure, nomination and election of the Council. Extracts of the relevant Articles and Sections are reproduced for your easy reference (see Appendix A).
5. A list of office bearers who are retiring at the end of session 2025/2026 is attached (see Appendix B). Subject to the provisions in Article 5.2, some are eligible for re-election to the same post and some are not.
6. A copy of the IEM Code of Conduct for Committee Members is also attached. (See Appendix C)
7. Pursuant to Article 5.13 of the Constitution and Section 5.11 of the Bylaws, nominations to fill the vacancies listed in Appendix B are invited from Corporate Members.
Any three (3) Corporate Members may nominate and/or second any other Corporate Member as a candidate by either:
1. Hard-copy submission
Complete the attached Nomination Form (also available on the IEM website or at the IEM Secretariat). The submission must include:
- the completed Nomination Form;
- the nominee’s written consent;
- the nominee’s Bio-data (use the attached format).

The envelope must reach the Hon. Secretary no later than 12.00 noon on Saturday, 6 December 2025.
2. E-nomination
Submit the nomination via the IEM e-nomination portal using the link that will be emailed to Corporate Members on 21 November 2025. The e-nomination must include all required particulars, the nominee’s electronic consent and the Bio-data in the prescribed format and must be submitted no later than 12.00 noon on Saturday, 6 December 2025.
8. Notification and security code to access to the E-ballot papers in the IEM portal will be sent by Email and SMS to all Corporate Members in good standing on or before 2 March 2026 in accordance with Section 5.17 of the Bylaws.
