INTRODUCTION

Civil Engineering Standard Method of Measurement (2nd revision) (MyCESMM2) has now been recognised by the Malaysian Government as a Malaysian Standard, MS 2701:2018. This initiative is part of the overall strategy to raise the standards of the local construction industry to be on par with developed economies and achieves one of the KPIs set under the Government’s Construction Industry Transformation Programme 2016 – 2020 (CITP).

MyCESMM2 was recognised as MS 2701:2018 by the Department of Standards Malaysia, which is under the purview of the Ministry of International Trade and Industry. The document was launched at a ceremony on 8th January 2019 in Kota Kinabalu, Sabah, by Tuan Baru Bian, the Minister of Works.

MyCESMM2 replaces the current Malaysian Standard Method for Measurement of Civil Engineering (MyCESMM) covering a wider range of civil engineering works. It is expected to contribute towards delivering cost effective civil engineering projects through the adoption of best practices in the preparation of the Bill of Quantities (BQ). The implementation of MyCESMM2 would eliminate discrepancies and ambiguities in the BQ, facilitate better understanding of the nature of work to be done and thus reduce potential claims and dispute arising during the construction stage. This MyCESMM2 is the mandatory course for all those who are involved in all engineering works.

MS 2701:2018 is now a national standard that can be applied to all infrastructural projects in the country. It integrates various specifications that previously existed in the Malaysian market, while consolidating best industry practices from around the world. Importantly, the recognition of MyCESMM2 as a Malaysian Standard was achieved after a long consultative and collaborative process with industry stakeholders, technical agencies as well as higher learning institutions,” he added.

The introduction of MS 2701:2018 is one of the key initiatives to create a culture of high quality and professionalism in the Malaysian construction industry, thereby raising the quality of Malaysian construction practices to international standards. This will increase the competitiveness of Malaysian construction players in the global market, which is in line with the outcomes envisioned in the CITP’s Internationalization strategic thrust.


BRIEF BIODATA OF CERTIFIED MYCESMM2 TRAINER

Ir. Hj. Shahul Ikram bin Hj. Adnan BSCE, MBA PEng MIEM holds a Bachelor of Science in Civil Engineering from University of Nebraska, USA and an MBA (Construction Business) from International Islamic University, Malaysia. He runs a civil and structural engineering consultancy as a director for Railplan Consultants Sdn. Bhd. based in Kajang. He is also a CIDB’s certified MyCESMM2 Trainer.
