SYNOPSIS
This talk will explain the implementation order for factory and machinery (Exemption of certificate of fitness for unfired pressure vessel) 2017 [P.U. [A] 261/2017] to manufacturer and employer.
Factory and machinery act of interpreting the unfired pressure vessel is any closed vessel under pressure higher than the atmospheric pressure by any gas or mixture or gas combination and includes any vessel under liquid or gas pressure or both , and any vessel internally subjected to a pressure less than atmospheric pressure but excluding gas cylinders. Based on the interpretation, its scope is too wide and has created confusion to the industry
Based on feedback received from the industry, there are several types of pressure vessel that are often discussed about the need for design approval and registered with the department as required in the legislative provisions. Practically many countries have excluded such machinery as pressure vessel, in which the country's design or regulation code itself has excluded it.
From the observation and department records found that listed on the order of [P.U.[A] 261/2017] does not have a high risk or a very low accident rate. Its design is also safe by the standards and design codes that have been set internationally. Therefore an initiative has been taken by the department by issuing factory and machinery orders machinery (Exemption of certificate of fitness for unfired pressure vessel) 2017 [P.U.[A] 261/2017] and has been gazetted on 14 September 2017. This order is in full force from 1 October 2017.

Ir. Mohd Fairuz Bin Mohd Rashid B.Eng (Hons) Manufacturing, MIEM, P.Eng
Ir. Mohd Fairuz Bin Mohd Rashid is the Senior Assistant Director of Department Safety and Health (JKKP/DOSH). He graduated from the University Technical Malaysia, Melaka (UTeM) with a Bachelor of Manufacturing Engineering in 2006. He is currently registered as a member of the Institute of Engineers Malaysia and a professional Engineer with the Board of Engineers Malaysia since 2018 in the field of Manufacturing Engineering.
In 2006, he began his career with Koadenko (Malaysia) Sdn Bhd, Batu Berendam Melaka as Quality Assurances Engineer. He then joined Teac Electronics (M) Sdn Bhd, Batu Berendam, Melaka in 2007 as a Project Engineer. In 2008 he joined Perodua Manufacturing Sdn Bhd, Rawang as a R&D Engineer before joined Department of Safety And Health as a Factory and Machinery Inspector until now.
