SYPNOPSIS

Expanding exclusive motorcycle lanes network for Kapcai Safety is jointly proposed by MIROS and JKR for consideration under RMK 12. Under this proposal priority is for federal and state roads in all states of Malaysia that have recorded the highest number of kapcai deaths to construct exclusive motorcycle lanes. Exclusive Motorcycle lanes (EMCL) are forgiving road infrastructure for ‘kapcai’s safety (motorcycle with 250cc and below) by segregating motorcycles away from mixed road traffic. Safety barriers and 70kph speed limit is an integral part of this program.  MIROS 2015 study indicates crash risk reduction by 97% for motorcycle lanes with barriers compared to crashes involving motorcycles in mixed traffic.
Use of exclusive motorcycle lanes needs to be enforced but is not critically dependent on high Perception of Being Caught (POBC) of enforcement.


SPEAKER BIODATA

Datuk Suret Singh graduated with Bachelor of Arts, Hons from University Malaya in 1977. He then joined and served in the Malaysian Administration and Diplomatic Service (PTD) and served with distinction for a period of 33 years entirely in the transportation sector. He joined as Assistant Secretary of Ministry of Transport (MOT) in 1978. In 1983 Datuk Suret graduated with Master Degree, Transport Planning & Management from University of Westminster, London, United Kingdom.  From 1983 he helped administer the transformation of JPJ from a manual and mechanical based operation of its counter services to computerized online services.

From 2001 – 2005 as Undersecretary of Land Transport he also managed the 1st phase of the integration and improvement of LRT services within the Klang Valley corridor as well as coordinating the implementation of the KL Monorail Project, the Express Rail Link to KLIA and the development of KL Centrals a transportation hub and implemented double tracking and electrification of intercity rail services from Kuala Lumpur to Ipoh.

In January 2006 Datuk Suret was appointed 1st Director General Road of Safety. During his tenure as Director General of JKJR state offices were set up in all states in Malaysia. During his tenure the first 5 year Malaysia Road Safety Plan was launched in 2006. Datuk Suret also worked closely with the late Prof. Datuk Dr. Ir. Radin Umar b. Radin Sohadi in setting up the Malaysian Institute Road Safety Research (MIROS) in 2007.

In July 2011, Datuk Suret retired from Civil Service. He then served as Safety Advisor at the Land Public Transport Commission (SPAD) from 2012 to 2018. In SPAD he introduced the Industrial Code of Safety Practise (ICOP) as operator license condition.

In February 2019 Datuk Suret was appointed as Chairman of MIROS for duration of 3 years.
